Roles and Responsibilities

The Finance Coordinator Budgeting and Reporting will be responsible for leading financial reporting related to grants, funds, and budgets for all related programmes, donors, and departments. The position encompasses budgets preparations and follow up on changes and compliance to ensure consistency and constant updates.

Generic responsibilities

  • Ensure that country set up adheres to Financial Handbook, NRC policies, donor and auditor requirements, and NRC anti-corruption policy.
  • Implements NRC’s financial systems, standard tools, routines, and procedures including the implementation of the Fair Share Cost Allocation Model.
  • In coordination with the Country Finance manager, maintain overall budget control and monitor cash flows and forecasts, oversee budgeting and monitoring of direct and shared costs, provide cost analysis, and make recommendations for determining effective resource utilization and no deficit.
  • Perform Area Office and Project Financial checks.
  • Ensure appropriate measures are taken to address donor audit findings and recommendations.
  • Provide technical support and capacity building to budget holders, finance and other non-financial staff on project level financial management matters.
  • Ensure that donor submission deadlines of financial budgets and reports are planned well in advance and submitted on time by having a clear timeline of responsibilities and maintenance of donor grants overview; Budgets and Reports must be submitted in compliance with donor rules and regulations, NRC policies and Government Laws.
  • Promote the rights of internally displaces/returnees in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

    Specific responsibilities

  • Ensure accuracy and timely submission of donor financial reports, financial analysis reports, and other related financial reports as requested by the line manager.

  • Elaborate monthly Budget vs. Actual for all NRC Jordan projects and prepare forecast of expenditures in coordination with programme staff.
  • Responsible for the consolidation of Financial Budgeting and Reporting at Country Office Level.
  • Ensure optimal allocation of expenses in line with approved budgets and projected expenditures.
  • Monitor and control income from local donors and any request for funds.
  • Support on the elaboration of budget for new proposals, ensuring that budgeting tolls are correctly used and ensuring support costs are properly budgeted.
  • Support the Finance Manager in reviewing and analyzing the monthly Budget vs Actual reports and highlight Area Office Teams and Senior Management areas of concern or risk.
  • Consolidation of donor budgets, budget amendments, and forecasts ensuring donor compliance and quality control, working closely with the budget holders, HoS, HoP and Grants Manager.
  • Liaise with the FM, CD, HoS, and HoP on the Allocation of shared cost percentages/amount for every new grant to ensure adequate coverage of shared costs.
  • Update monthly, the Reconciliation of Deliverables template secured on the intranet, with finance transactions per project according to guidelines provided in the Securing Supporting Documentation Initiative.
  • Support the Finance Manager and Head of Support in developing the master budget including:
    1. Analyzing and preparing detailed staffing costs
    2. Analyzing and preparing detailed support cost budgets (office rent, utilities, etc)

  • Solid knowledge of computer software and modern accounting systems.
