Background of the Yemen Analysis Hub (YAH)

The ACAPS Yemen Analysis Hub was set up to conduct integrated analysis in support of humanitarian and development actors working on the Yemen crisis. The current Yemen analysis project (YESI) funded by FCDO is running until 31st March 2023. A couple of new projects are in pipeline with tentative total budget around 2 million USD.

Purpose of the position

Provide solid financial management support to ACAPS Geneva (50%) with dedicated support to the ACAPS Yemen Analysis Hub (50%), ensuring adherence and compliance with NRC and donor rules and supporting project implementation.

Role and responsibilities

Generic Responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function

General ACAPS support- Geneva (50%)

  • Understand NRC’s financial systems, routines and procedures and make sure they are being put in practice.
  • Support ACAPS finance team with correct allocating costs according to the different projects.
  • Prepare Monthly Budget versus Actuals reports.
  • Prepare budgets for new proposals ensuring compliance with the terms of the grant agreements.
  • Perform other duties in the organisation as appropriate.

Yemen Analysis Hub support (50%)

  • Ensure financial quality control and oversight of the YAH budgets and suggest corrective action if/when required.
  • Monitor, control and update budget and cash flows for the YAH and individual projects
  • Provide regular financial analysis and reports
  • Check that expenses are booked to the appropriate project
  • Track project reporting timeline
  • Monthly Budget versus Actuals reports
  • Prepare financial donor reports, including monthly forecasts
  • Liaise with Norwegian Refugee Council Middle East Regional Office (NRC MERO) for procurement and payment of invoices
  • Finance check for Purchase Requisitions and payments
  • Prepare financial presentations for donors and other external stakeholders

Competencies

Professional competencies

  • Minimum 3 years of experience from working as finance officer
  • Experience from working in complex and volatile contexts desirable
  • Experience from working in humanitarian context desirable
  • Solid knowledge of computer software and modern accounting systems
  • Proficient in MS Office Excel
  • Excellent time management skills and ability to organise multiple, simultaneous tasks, and deliver results within a specified period
  • Demonstrated problem solving skills
  • Fluency in English, both written and verbal

PS : This position is only open for Jordanian Nationality Holders only and it is Acaps yemen Hub position but hosted in NRC middle east regional office (NRC ) on a national NRC MERO contract till 31 Dec 2022 .
