Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

The UN Women Regional Office for Arab States (ROAS) works towards enhancing women’s leadership, economic empowerment, political participation, ending violence against women and meaningful engagement within the peace and security agenda. Working in close partnership with regional bodies and providing support to intergovernmental normative processes, as well as the strengthening of relevant key institutions themselves, is a central aspect of ROAS’s coordination mandate.

Against this background, UN Women ROAS is supporting the newly established Women Development Organization of the member states of the Organization for Islamic Cooperation (OIC) in its operationalization, including the establishment of a designated Multi Partner Trust Fund (MPTF) for the sustainable funding of the WDO.

WDO’s Objectives

  1. Raise awareness of women's social, economic, political, and cultural rights and issues and highlight the role of Islam in safeguarding the rights of Muslim women.
  2. Support member states in enacting the necessary legislations, laws and policies that support women's rights and their implementation.
  3. Conduct research and studies and issuing books, reports and publications that contribute to raising awareness of women's issues and achieving sustainable development goals related to women.
  4. Boost national efforts by strengthening the capacities of government institutions, civil society Organizations and the private sector.
  5. Empower women in leadership roles.
  6. Establish an institutional mechanism and an observatory to follow up on women's issues, monitor successful experiences and practices, and disseminating them in member states.
  7. Implement the policies, directions, and decisions of the Organization of Islamic Cooperation in the areas of women's development and advancing their capabilities.
  8. Establish and support international projects related to sustainable development goals related to women and supporting them economically, educationally, and socially.
  9. Organize conferences, seminars and workshops in the member states that aim to enhance the role of women in society and raise awareness of their issues.

Duties and Responsibilities

Supervised by the Deputy Regional Director of ROAS, with day-to-day leadership and guidance from the Deputy Executive Director of the WDO, the consultant will be responsible for preparing the first annual budget of the WDO for the year 2021- 2022, including a particular focus on the financial needs for the full establishment, as well as the continuous operationalization, of the MPTF. The preparation of the draft WDO Budget 2022 will be guided by OIC’s respective financial rules and regulations, based on WDO’s priorities and needs for its first year of operation, and consulted on by the Financial Supervision Committee. The document will be presented to the Council of Ministers in the first week of July 2021 for approval.

The consultant will be expected to:

  1. Study the financial aspects of the WDO programs and activities with the concerned departments and units and estimate the budget needed to implement these programs and activities.
  2. Establish systems, approval processes and performance indicators for the WDOs main activities, as related to financial management.
  3. Support the Deputy Executive Director of the WDO as well as the WDO Secretariat with the management of WDO finances, cash-flows and accounting systems.
  4. Prepare the budget of the WDO according to its needs and priorities and discuss it with member states during the Organization’s official meetings in order to approve it.
  5. Present the draft WDO Budget to Member States (for expert level discussion as well as ministerial level approval).
  6. Work with UN partner agencies, under UN Women’s leadership, to finalize the MPTF financial resource framework for the establishment of the MPTF.

All deliverables and related documents will have to be reviewed and accepted by the WDO and quality assured by UN Women.

Required Skills and Experience

Education and certification:

  • Master’s Degree or equivalent in Finance, Accounting, or a related field in business administration
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 8 years of progressively responsible work experience in the field of finance and accounting.
  • Knowledge of, and previous working experience with, finance in the context of the OIC Member States is a strong asset.
  • Prior experience in policy development as an asset.

Language Requirements:

  • Fluency in English and Arabic.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points):

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

  • Education: 20%;
  • Professional Experience & background: 30%; should detail work experience, specifically experience which is relevant to the consultancy requirements indicated above;
  • Cover note: 20%; cover note should clearly state the availability and method of engagement to deliver on key outputs, while clearly explaining how the candidate meets the requirements and their ability to deliver in due time.

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
