Result of Service The consultant will be responsible to produce the following outputs, which will be delivered throughout the period from 01 June – 31 December 2023 in timely manner:

  • Submission of substantive and logistical documents, briefings, background materials, meeting reports and key messages, talking points and speeches for high-level events and related preparatory meetings under the portfolio of the SDU/Finance Team. These include Paris Summit on a new Financing Compact (June), Secretary-General’s Meetings of G20 and MDBs (July), SDG Summit, High-level Dialogue on Financing for Development and the Ministerial Meeting on the Summit of the Future (all in September); Annual Meetings of the IMF-WBG (October), among others;

  • Support preparations for the Biennial Summit of ECOSOC, G20 and International Financial Institutions proposed by the Secretary-General to be held back to back with the Summit of the Future in 2024;

  • Submission of substantive and logistical documents, briefings, background materials, meeting reports and key messages, talking points, and speeches for the Special Envoy on Financing the 2030 Agenda, the USG for Policy, the Chef de Cabinet, the Deputy Secretary-General and the Secretary-General, as required;

  • Submission of compilation and analysis of data on financing for development, policy briefs and reports.

Progress reports describing the work assignments completed by the consultant will be submitted on a monthly basis.

Duties and Responsibilities The consultant, under the supervision of Senior Economic Affairs Officer at the Sustainable Development Unit, Executive Office of the Secretary-General, will:

  • Collect, analyze and evaluate new economic and financial data and other related information on financing for sustainable development, including from the UN-system and International Financial Institutions;

  • Participate in meetings and provide the required technical support to EOSG Principals on financing for development issues, incl. summary of the meetings, list of attendees, reminders, thank you emails and follow-up actions;

  • Provide substantive input to the preparation, organization and running of preparatory meetings, roundtables and high-level events, including preparing briefings, background materials and reports following the timeline of events below;

  • Prepare reports, briefings, background notes, key messages, talking points and speeches where needed for the Deputy Secretary-General and Secretary-General;

  • Develop key messages and narratives on finance-related aspects of the Secretary-General’s finance priorities 2023 - 2025 to provide coherent, consistent and contextualized messaging at all UN events and other fora.

    Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in economics, finance or a related field is required. A first-level university degree in combination with three years of qualifying experience may be accepted in lieu of an advanced university degree.

At least 3 years of experience in working on public finance issues at the national or international level is required. Prior experience (a) with the United Nations System and b) with government budget processes, are highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
