    1. Purpose

To support the Operations unit processing various transactions in order to ensure quality support is delivered to programs.

Under the general guidance of the Budget and Finance Assistant the Signatory as Finance Clerk, Grade GS5 step 1, will have the following Terms of Reference:

  • Analyze, answers and follow up variety of finance requests and enquiries, collects and researches background information and provides guidance on relevant guidelines and procedures
  • Examines supporting documentation related to PO and No- PO payments ensuring assurance of the correctness / high quality of information adhering to the usage of correct expense account and procedures
  • Prepares requests and supporting documents for common service payments
  • Supports the review of implementing partners; Funding Authorization And Certificate of Expenditure (FACE) forms and FACE review check lists to ensure prosper adherence to voucher creation in line with the WHO FACE review checklists
  • Supports in the acquisition of data for the purpose of generating weekly and monthly reports reconciliations;
  • Assist in the reconciliation process
  • Supports review of financial reports for accuracy and consistency and supports the financial monitoring of funds utilization
  • Support the accounts closure process
  • Raises requisitions or Pos if requested in WHO GSM system
  • Supports the effective internal control and audit follow up mechanisms
  • Supports travel arrangements and clears travel related payments in compliance with WHO Duty travel policy
  • Assist the monitoring of personal telephone usage and communication with the service provider
  • Supports the maintenance of accurate up to date filing
  • Ability to research analyze and organize information in order to prepare charts, graphics, reports, etc
  • Proficiency in the use of computer software in accordance with assigned responsibilities
  • Perform other related duties as required
      1. Technical Supervision

The Finance Assistant will work under the direct supervision of the Budget & Finance Assistant.

  1. Specific requirements

    1. Language:
  2. Fluency in written and spoken English
  3. Another UN language would be an added advantage

    1. Education:

Essential****: Completion of secondary school education or equivalent.

Desirable****: A Diploma in Finance or equivalent qualification from a recognized institution

2.3 Experience:

Essential: At least 3 years of relevant experience in finance

Desirable: Relevant experience in WHO or another UN agency an asset. Experience in Oracle-based or other ERP systems an asset

  1. Demonstrated knowledge and experience of office administration

  2. Strong understanding and experience in finance and budgeting
  3. Strong organizational and personal management skills, with ability to work in a team and under pressure
  4. Good planning, writing, communication and interpersonal skills
  5. Demonstrated ability to identify and manage difficult situations, by remaining calm and good humored even under pressure
  6. Strong teamwork and communication skills
  7. Knowledge of Microsoft Office software applications.
