Org. Setting and Reporting This position is located in the Executive Office of the Department for General Assembly and Conference Management (DGACM), New York. The Executive Office (EO) provides policy advice, resource planning and programme support services to enable the department to implement its mandate, ensures close coordination across four duty stations (New York, Geneva, Vienna and Nairobi) on all financial management, human resources, procurement and administrative matters.

The Finance and Budget Officer carries responsibilities in the areas of budget and resource planning, financial management, trust fund management, general administration, asset management, and cash management within authority delegated by the Executive Officer. The Finance and Budget Officer support the annual budget formulation exercise and performance reporting by sub-programmes under Section 2 of the Regular Budget of the United Nations.

The Finance and Budget Officer monitors budget performance and programme expenditure and ensures compliance with key performance indicators established for the Executive Office. The incumbent reports to a Team Leader at a P-4 level.

Responsibilities Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:

BUDGET FORMULATION AND RESOURCE PLANNING

•Ensures legislative mandates are accurately translated into programme budgets and cost plans; •Drafts guidance for budget preparation, develops standard operating procedures and ensures close coordination of requirements with programme managers; •Prepares cost estimates, reviews and analyses data to facilitate formulation of budget proposals; •Reviews and assesses staff and non-staff requirements from Divisions/offices at Headquarters and in other duty stations, including programmatic aspects; •Prepares programme budget implication documents and drafts inputs for submission to the DMSPC, ACABQ, the Fifth Committee and the Committee on Conferences; •Supports the Executive Officer during deliberations of the General Assembly and legislative bodies and prepares responses to questions; •Provides policy advice to programme managers on budgetary and financial matters to facilitate sound budget submissions; •Provides audit support and responds to audit queries. •Undertakes research and analysis of financial and budgetary policies and practices and makes recommendations for changes and/or modifications to achieve efficiency and optimization of resources.

BUDGET ADMINISTRATION

•Acts as a Certifying Officer for accounts of the department within authority delegated by the Executive Officer; •Issues allotments, recommends and performs redeployment of funds when necessary; •Ensures that expenditures are incurred in compliance with the financial policy framework of the United Nations; •Ensures that internal controls are established and exercised in compliance with the UN Financial Rules and Regulations; •Monitors budget implementation and recommends reallocation of funds, when necessary, to programme managers; •Monitors expenditures to ensure that they remain within authorized levels, and recommends corrective actions; •Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, and ensures availability of funds; •Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures of the United Nations; •Prepares relevant documentation with respect to budget performance and management reports; •Responsible for planning and management of assets, leads on physical verification and property management matters; •Responsible for resource planning, financial management and monitoring of the complex projects implemented by the department.

BUSINESS ANALYTICS AND FINANCIAL REPORTING

•Uses Enterprise Resource Planning (ERP) systems and tools to prepare scheduled and ad-hoc reports on the implementation of the budget and financial performance; •Monitors staffing tables and vacancy rates, prepares monthly reports; •Monitors key performance indicators and other performance metrics established in the Executive Office; •Identifies trends and relevant areas of interest and brings any relevant deviation to the attention of senior management. Based on the findings, proposes measures aimed at addressing the root causes of any unintended outcomes; •Performs complex data analysis, consolidates data from multiple sources and provides substantive support to relevant intergovernmental and expert bodies in their review of the budget proposal and reports prepared by the department.

GENERAL

•Coordinates with substantive offices to ensure that proper records are maintained of all tangible and intangible assets assigned to the Department and ensures that all assets are accounted for, properly utilized, physically verified, reconciled with records and reported to the management; •Keeps abreast of industry best practices that increase the efficiency and effectiveness of operational support; •Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budget, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; •Plans, monitors and supervises the work of subordinate staff as required; •Serves as a focal point for the learning strategy of the department; •Performs other related duties, as assigned.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience •A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area, is required. •Experience in the use of information technology tools for financial analysis and monitoring of budgets is required. •Experience in using enterprise resource planning solutions such as SAP, or similar, is required. •Experience working with the United Nations (or large, decentralized organization) systems and procedures as they relate to Staff Rules and Regulations and Financial Regulations, Rules, and procedures, is desirable. •Advanced experience in using MS Office software such as Excel, Word, SharePoint and PowerPoint, is desirable.

    Languages English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
