Malawi is a small landlocked country in Southern Africa. With a population expanding rapidly at 3 percent per year and the majority of livelihoods dependent on agriculture, the population is highly vulnerable to the effects of climate-related disasters. Poverty is experienced by most rural families, with those headed by women suffering the most. Relying on small parcels of densely cultivated land for their livelihoods, rural Malawians are highly affected by climate change. Episodes of drought as well as severe flooding are increasing in frequency, intensity and unpredictability, giving the most vulnerable households inadequate time to recover.

Malawi’s challenges are also compounded by high rates of HIV infection (at 9.6 percent), low primary school completion rate (at 51 percent) and chronic under-nutrition (at 37 percent for children under 5). WFP continues to partner with the government, other UN agencies, NGOs, civil society and the private sector to achieve the Sustainable Development Goals (SDGs) by 2030, with a particular emphasis on reaching Zero Hunger (SDG 2), addressing structural drivers of hunger wherever possible.

STANDARD MINIMUM QUALIFICATIONS

Education: Professional Level II of Association of Chartered Certified Accountants (ACCA)

or University Degree in areas related to Finance, Accounting and Business Management

Experience: Minimum of five (5) years of relevant professional work experience in Finance, Accounting, and Business Management

Language: Fluency in written and spoken English

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Road to Green Dash Board – Clearing of all cash receivables and payables in WINGS- SAP by running outstanding balances reports, monitor and following up with relevant staff and spending units.
  2. Booking JVs for both Staff and Vendor payables / receivables then follow up to clear the items once posted
  3. Prepare payments for WFP CiTI Bank US$ Account and Local payments for WFP local Bank Accounts.
  4. Monitoring the Monthly Minimum Closure Dashboard Report for all open items and co-ordinate with Spending Units to ensure GRNs are raised according to the cut off in line with IPSAS guidelines.
  5. Support Cash Based Tranfers (CBT) transaction – Assist in Technical and Finance Evaluation for CBT-FSPs, Macro Finance Assessment (MAFA), Micro Finance Assessment (MIFA) attending Finance CBT-Cash Working Group meetings.
  6. Perform the duties of a Petty Cashier, receiving and reviewing cash requests, disbursing if they meet the requirements and timely replenishment of petty cash
  7. Provide the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.

JOB PURPOSE

Under the supervision of the Finance Officer, the Finance Associate, will provide finance, accounting, budget and support services involving the recording and interpretation of financial and budgetary information to ensure the efficient functioning of the support services and informed decision-making.
