ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide and working in 123 countries and territories. WFP is well known for its ability to deliver food assistance rapidly to people in need. To respond effectively in the challenging contexts in which WFP operates, staff require sound knowledge of the fundamentals of emergency and transition programming, as well as skills in specialized areas. WFP was the recipient of the 2020 Nobel Peace Prize awarded for its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:

  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

The Finance Associate will report to the Finance and Admin Officer with overall guidance from the Head of the Resource Management Unit.

At this level, job holder is expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders is expected to manage resources and coach and coordinate a team of support staff, or specific support service(s).

JOB PURPOSE

To coordinate and provide finance, budget and administration support services involving the recording and interpretation of financial and budgetary information to ensure the efficient functioning of the support services and inform decision-making.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
  2. Support the development and implementation of financial policies and procedures, and assist in setup and implementation of proper accounting procedures, systems and cash controls.
  3. Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
  4. Monitor the centralised registry system in order to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.
  5. Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
  6. Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
  7. Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
  8. Monitor and analyse general ledger accounts in order to initiate and achieve corrective actions.
  9. Compile data from the WFP database and systems in order to assist in generating and analysing financial reports on a monthly basis.
  10. Allocate tasks to other support staff, provide guidance and on-the-job training in management of financial resources (e.g. managing the petty cash/sub-imprest account, review and analyse vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
  11. Remain on stand-by and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on the job and in the field.
  12. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Secondary education with specialized certification in Accounting or Financial Management or supplemented by training in personnel or general administration work.
  • Bachelor’s degree in Accountancy or supplemented by courses relate to the area of work is desirable but not required.

Experience:

  • At least six (6) or more years of progressively responsible work experience in the relative business stream.
  • Desired Experiences for entry into the role: Has experience assessing financial health and stability of C&V projects and other programming initiatives to verify compliance with in-country local laws.
  • Has experience working with auditors and other third party vendors

Knowledge and Skills:

  • Experienced in utilizing computers, including word processing, spreadsheet, databases and any financial system (SAP preferable).
  • General knowledge of accountant/financial procedures and guidelines as well as moderate knowledge on Internal Control mechanisms in an organization.

Language: Fluency in in English and Filipino, both oral and written communication
