Org. Setting and Reporting This post is located in the Strategic Planning, Budget and Finance Section, Executive Office, OCHA Geneva. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The incumbent will report to the Chief of the Unit.

Responsibilities Under the overall supervision of the Finance and Budget Officer, Strategic Planning, Budget and Finance Section, Executive Office, OCHA, Geneva, the incumbent:

- Monitors status of expenditure and allotments; reviews status of expenditure and compares with approved budget; issues budget authority documents and allotment advices; maintains staffing tables. - Reviews requisition of goods and services, ensuring correct objects of expenditure and availability of funds. - Attributes unique identifiers to new projects for purposes of financial control; verifies and records income, transfers and contributions received. - Monitors the availability of funds for financial commitment and in accordance with approved cost plans received from field offices/desk officers. - Maintains and monitors un-earmarked funds and funds available for allocation; updates grants and reserves. - Reviews pre-encumbrances and miscellaneous obligation documents to cover financial commitments of projects. - Prepares financial cables authorizing UNDP to incur expenditure on behalf of Field Offices. - Verifies outstanding obligations and advises on their possible liquidation. - Contributes to the preparation of periodic financial statements of accounts and financial reports on activities for submission to donors. - Reconciles UNDP IOVs on a monthly basis with UNDP reports; follows up long outstanding items and charges in dispute. - Processes and reconciles payment requests including petty cash disbursements and invoice documents. - Reviews Travel Authorization and Advances and ensures timely issuance of tickets and advances. - Assists in examining cost plans for Field activities; checks for accuracy and completeness. - Performs other related financial duties as required. - liaises with Desk Officers and Field Offices on all financial aspects and other issues. - Drafts routine correspondence; maintains files of rules, regulations, administrative instructions and other related documentation. - Coordinates with service units and liaises with internal team members. - Performs other related administrative duties, as required.

Education Completion of secondary school or its equivalent commercial school is required. Successful United Nations Administrative Support Assessment Test (ASAT) and Accounting Test are required.

Work Experience At least 5 years of experience in finance, budget or accounting is required. Experience in using financial functions in ERP systems such as UMOJA, SAP or Oracle is required. Experience in budgeting and analyzing financial reports is desirable. Experience in applying UN Financial Rules and Regulations is desirable. Experience in working with Microsoft Excel is desirable.

Languages English and French are the working languages of the United Nations secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of French is required. Knowledge of another UN official language is a desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

Special Notice - This position is temporarily available until 31 May 2022, with possibility of extension.
