UNICEF Pacific is a Multi-Country Office based in Suva, Fiji that supports UNICEF programmes and operations in 14 Pacific Island Countries in the areas of Education, Child Protection, Child Survival and Development, Water, Sanitation and Hygiene, Finance, Human Resources, Administration and Information Technology. UNICEF Pacific has 4 Field Offices in Vanuatu, Solomon Islands, FSM and Kiribati.

How can you make a difference?

UNICEF is seeking candidates for the position of Finance Assistant at the GS-5 level in the UNICEF Pacific Office in Suva, Fiji. Successful applicants will participate in a thorough selection process.

Under the direct supervision of the Administrative and Finance Officer, the Finance Assistant will provide a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

Key expected results:

  • Focal point to receive, register and disseminate all incoming invoices from Vendors for payment processing. Follow through on certification and payment information.
  • Create request in Service Gateway to Global Shared Service Centre (GSSC) to process direct invoice payables to vendors/ relating to all operational costs. Follow up on the requests through Service Gateway and respond to queries from GSSC. Attend to all return cases. Scan and file all payment and other requests documents as per GSSC and office guidelines
  • Assist in reviewing payment done by GSSC . Update payment registers accordingly. Assist in recording cash receipts in VISION including refund from Implementing Partners for unspent balance of DCT advance, including all other receipt of cash.
  • Assist in the preparation of Monthly and year-end reports related to Bank reconciliations, accounts receivable, accounts payable, prepayment, deposits, NEP, etc.
  • Assists in maintaining liaisons with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts. This includes assisting in preparing recurring reports as schedules and special reports, as required for budget preparation, audits or other reasons.
  • Provide assistance in calculating, monitoring and invoicing Cost recovery from UN joint presence premises. Provide assistance on field office vendor payments and identify any bottlenecks and report to supervisor regularly.
  • Assist in updating of all payment registers and follow up on all outstanding payments. Update DCT payment processing timeframes and send payment notification advises to respective sections
  • Manage petty cash in local currency in line with UNICEF financial policy on Cash Management ensuring Cash is kept in a locked safe and access is controlled, disbursement is made to payee upon authorized request, daily cash balance is monitored for timely replenishment. Assist in Monitoring and recording petty cash in vision and replenish accordingly for all field offices
  • Assists international staff, experts and consultants on travel claims and other financial matters, and calculates and authorizes payments due for claims and services.
  • Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required.

To qualify as an advocate for every child, you will have…

  • Completion of secondary education with five (5) years of clerical experience in the area of finance and accounting is required.
  • *A Diploma or Bachelor’s in Accounting and Finance/Business administration with two (2) years of relevant work experience will be considered an asset.
  • Fluency of English and local language of the duty station required.
