WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 16 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, Morocco, State of Palestine, Syria, Tunisia, Turkey, Ukraine and Yemen. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development.

JOB PURPOSE

To support the stewardship of WFP’s resources through preparation and monitoring of budgets, forecasting, analysing, reporting on key data and providing basic administrative support to enable effective management of resources. This is a regional office position.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Act as the petty cashier for the office and alternate knowledge management focal person for the unit.
  • Assist in providing procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
  • Monitor monthly expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making.
  • Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.
  • Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
  • Assist in compiling information from various sources in order to prepare reports relating to budgets, accounting, finance and statistics.
  • Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions.
  • Perform administrative duties related to the monitoring and recording of fixed assets, spend on fuel and spare parts for vehicles and generators, to ensure that the databases are accurately updated.
  • Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.
  • Monitor and record all expenses in line with the approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner.
  • Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
  • Any other duties as may be assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor /first university degree in Finance, Business Administration, Accounting, Economics or related fields.

Experience:

  • At least 5 years of relevant experience in collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
  • Previous working experience with multi-cultural dynamic teams.

Knowledge & Skills:

  • Sound knowledge and understanding of accounting theory, concepts and principles, financial accounting reporting, budgeting, and cost allocations.
  • Ability to analyze and synthesize information, interpret data, retrieve information, and clearly and concisely communicate result.
  • Knowledge of ERP applications (SAP) a must.
  • Ability working effectively as part of a team and leading teams.

Languages:

  • Fluency in English language is a must.
  • Fluency in Arabic language is a must.
