ORGANIZATIONAL CONTEXT

This job is based in Field Office Quetta, and reports to the Head of Field Office, Finance Officer, or the designate. At this level job holder is expected to take responsibility for completion of a range of finance/budget related processes and activities requiring some interpretation of standard guidelines/practices. Job holder is able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To support effective delivery of finance, budget and administration support services in order to facilitate transparent and efficient utilization of financial resources.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Collate information for inclusion in reports, documents and correspondence, to support the effective work of other staff.
  2. Respond to standard queries and provide timely and accurate guidance.
  3. Process and manage routine administrative and financial tasks in various functional areas, to contribute to the effective and timely management of resources
  4. Manage and maintain records and databases, to ensure information is organised and readily available for staff.
  5. Maintain relationships with a range of individuals through provision of business support to assist in information sharing and service delivery to staff.
  6. Proof-read reports, documentation, correspondence, etc., making changes in line with established guidelines where appropriate.
  7. Contribute to improvement of business procedures and processes.
  8. Collect and perform basic analysis of data to contribute to quality business information management.
  9. Provide guidance to junior colleagues in performing their duties.

OTHER POST REQUIREMENTS

  1. Assist and support the supervisor on financial matters to support informed financial decision making;
  2. Ensures compliance with WFP financial policies, procedures, rules and regulations including integrity and consistency of data in WFP financial and accounting systems;
  3. Ensure transparent and efficient utilization of WFP’s financial resources;
  4. Act as Petty cash cashier;
  5. Ensure that bank reconciliations for WFP accounts are regularly performed and reviewed by designated officials;
  6. Ensure that the disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation;
  7. Ensure proper maintenance of vendor accounts and timely clearance of outstanding advances and other receivables;
  8. Perform financial closure for entrusted imprest accounts;
  9. Supervise junior support staff engaged in the different administrative services including finance, travel and/or other related areas;
  10. Perform routine activities and checks related to management of Assets, Inventory, Vehicles, Travel, Reception/Registry, Vendors, Agreements/Contracts, Events and Building & Premises;
  11. Supervise finance and administrative staff;
  12. Perform other duties as required.

Resource Management Demonstrates ability to track and compile reports on HQ and Field staffing and resource usage on a project-level basis. Financial Mgmt. & Accounting Principles Applies knowledge of financial and accounting principles and practices to ensure compliance with WFP policies, applicable procedures and accounting standards. Supply Chain and Operations Knowledge Demonstrates basic understanding of WFP programme, implementation, and supply chain principles (including project modalities & structures).

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of higher secondary school education, preferably supported by a university degree in finance, accounts or related field.

Experience:

Five or more years of progressively responsible work experience in finance, with experience in general administrative work.

Knowledge & Skills:

  • Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Uses tact and courtesy to give and receive information to a wide range of individuals.
  • Ability to identify data discrepancies and rectify problems requiring attention.
  • Ability to offer guidance or basic on-the-job training to more junior staff.

Language:

Fluency (level C) in English and Urdu language. Knowledge of local language will be an added advantage.
