ORGANIZATIONAL CONTEXT

This post is based in WFP Jalalabad Field Office. Under the direct supervision of Head of Field Office, the job holder technically reports to the Head of Finance and Admin or the designate in Country Office.

This job provides broad finance, budgeting and accounting services. The Job holder at this level will operate with minimal supervision and provide guidance to junior staff to ensure that operation and project objectives are achieved. The Job holder is heavily involved in day-to-day activities and analytical work, and provide advice on issues, applying rules and regulations and expertise in making determinations and recommendations across a range of activities

JOB PURPOSE

To support effective delivery of finance, budget and administration support services in order to facilitatetransparent and efficient utilization of financial resources.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Assist in providing the procedural and technical support to staff within the areas of finance to ensure compliance with WFP financial policies, rules and regulations.

2. Monitor the petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed. 3. Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.

4. Assist in compiling information from various sources in order to prepare reports relating to accounting, finance and statistics.

5. Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions. 6. Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.

7. Review, monitor and record all cash-based transfers (CBT) expenses in line with the approved budget in in order to ensure that correct expenditure costs are charged and payments to cooperating partners invoices are processed in a timely manner.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
  • CBT Finance experience.
  • Hands on experience in UN or NGO financial management environments will be an asset.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Finance, Accounting, Business Administration, or Public Administration.

Experience: Minimum of 4 years of work experience in finances and Accounting including experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior management.

Language: Fluency (level C) in English language, plus Pashto and/or Dari, preferably both.
