Purpose of the Position Within the Country Management Support Unit (CSU), to provide direct administrative finance support and services transactions in GSM to both managers and staff members to perform GSM transactions in accordance with WHO rules, regulations and policies.

Objectives of the Programme and the immediate Strategic Objectives Country Management Support Units (CSUs) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives) Under the general supervision and guidance of the Chief Operations Officert and direct supervision of the Finance Officer, the incumbent performs the following functions:

  • Processes day to day transactions in the Imprest system while adhering to the Financial rules and regulations and manual provisions of the Organization;
  • Prepare vouchers and disburse payments for office utilities, communication and internet providers, etc. Review and verify supporting documents and ensure attaching signed receipts of payments ;
  • Process external payment instructions for Staff Salaries, Suppliers etc from Accounts payable and clear them through OMNI
  • Responsible for the cash book. Review of cash/bank account balances; ensure that accounts have adequate funding and take corrective action as necessary
  • Prepares estimations of monthly requirements of funds for Regional Office replenishment of imprest bank accounts;
  • Coordinates periodic financial closures, ensuring reconciliations are completed in a regular and timely manner;
  • Coordinates timely completion of surprise and monthly cash count certificates
  • Ensures complete and accurate monthly returns are submitted to RO, and reconciling items are cleared on a timely basis;
  • Ensures completeness and safe custody of financial documents;
  • Initiates and responds to queries and correspondences related to finance and accounts, as required;
  • Performs any other duties as assigned.

Educational Qualifications Essential: Completion of secondary education or equivalent technical training or commercial education with specialization in accounting, budgeting or finance. Desirable: Diploma or higher education in accounting or finance and an accounting or finance qualification will be an advantage.

Experience Essential:- Minimum 10 years of working experience with 3 to 5 years of responsible work in finance, Budgeting and/or accounting activities. Desirable:- Experience within UN or other international or multinational organizations will be an advantage. Languages English : Expert level knowledge of English is required

Other Considerations Computer literacy and ability to effectively use a variety of software. Proficiency in Microsoft Excel is essential as well as experience operating the relevant WHO Global Management System (GSM) modules.
