You have:

  • 3 years of progressively responsible finance and accounting experience at the national or international level is required.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.
  • Knowledge of IPSAS and/or IFRS is desired.

Contract

As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. The organization help countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. UNDP’s work is concentrated in three focus areas: sustainable development, democratic governance and peace building, and climate and disaster resilience. In DRC, UNDP aims at supporting the government in its efforts to eradicate extreme poverty in all its forms and to reduce inequalities and the vulnerability of the population. To this end, an integrated approach to three main priorities has been adopted: i) promotion of governance: which aims to improve the legal and institutional environment necessary to strengthen the inclusion of target populations in decision-making and promote their well-being; ii) economic transformation: which aims to support the achievement of a structural transformation towards a sustainable and inclusive green economy using a human development approach; and iii) stabilization and resilience: which targets support to fragile and conflict-affected regions through a comprehensive and integrated package of support. The Finance team supports the Country Office (CO) in the promotion of its sustainable development agenda by continuously enhancing CO financial performance, delivering sound management of financial resources, and ensuring strong accountability through informed decision making, effective financial management processes, and transparent financial reporting that complies with international standards and regulatory guidelines.

ASSIGNMENT PIRPOSE: Under the guidance and supervision of the Finance Analyst, the Finance Assistant provides financial services ensuring high quality, accuracy, and consistency of work. The Finance Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.

The Finance Assistant works in close collaboration with the Operations, Programme and projects’ staff in the Country Office (CO) and with UNDP HQ and GSSC staff to exchange information and ensure consistent service delivery.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

1.) Support implementation of operational strategies. • Ensure full compliance of financial processes and financial records with UNDP Programme and Operations Policies and Procedures (POPP) and strategies. • Provide input to the Finance unit and office management in preparing and reviewing CO business processes mapping and elaboration of the content of internal standard operating procedures in finance in consultation with the direct supervisor and office management.
2.) Support functioning of the optimal cost-recovery system. • Provide inputs for preparation of cost-recovery in Quantum for the services provided by UNDP, and follow up on cost recovery. 3.) Provide accounting and administrative support to the Finance unit. • Provide support in ensuring proper control of the supporting documents for payment invoices and proper document management including systematic archiving.
• Prepare all types of invoices for projects and on behalf of non-ERP Agencies.
• Maintain a proper filing system for finance records and documents. • Maintain the internal expenditures control system which ensures that invoices processed are matched and completed; transactions are correctly recorded and posted in ERP; and travel claims and other entitlements are duly processed. • Provide information on the status of financial resources as required. • Take timely corrective actions on unposted invoices, including invoices with validation errors, match exceptions, and/or unapproved invoices. • Manage cash receipts and petty cash. 4.) Ensure proper functioning of CO cash and Treasury management systems. • Serve as alternate to Finance Assistant (ICS-5) for timely review of cash position for local accounts to ensure sufficient funds for disbursements and maintain liquidity level approved by Treasury. Identify and record receipts and create deposits for revenue application on a timely basis.
5.) Support knowledge building and knowledge sharing in the CO. • Participate in the training for the operations/ projects staff on finance. • Provide contributions to knowledge networks and communities of practice.

DRC is a country in Central Africa, and by land area the country is the 2nd largest country in African and 11th largest in the world. With a population of around 110 million the DC is the most populous Francophone country in the world. The current WFP’s operations cover 13 provinces in the country and the activities are managed by Country Office based in Kinsasa and different suboffices (Bunia, Goma, Bukavu, Kalemie, Kananga, Tshikapa, Gbadolite and Kinshasa) and antenna offices. The duty station of the UNV is Country Office based in Kinshasa the capital and the biggest city in DRC with a population of about 18 million. The cost of living in Kinshasa is very high while there is certain level of availabilities of different products both local and imported. Given that there will be some opportunities to go on mission in other cities / town including the field, flexibility and availability to stay and work in hard and potentially hazardous condition would be required.
