The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - need humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes, and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Finance Assistant in the Amman Office performs the day-to-day finance operations. They work with the Senior Finance Officer and Finance Officer to maintain and oversee the accounting operations, ensuring all finance operations in Amman are performed according to IRC and country office policy and procedures.

Responsibilities:

Specific duties

- Prepare and process day to day financial transactions and implement internal control procedures in keeping with IRC policies and procedures. - Anticipate and maintain sufficient funds in the bank accounts for the timely distribution of monthly Payroll and Payments, in close coordination with the Senior Finance Officers. - Provide Salary advances to Expat Staff, and Program advances for pre-approved procurement, training, and travel expenses and review expense reports to ensure accurate reconciliation and documentation to settle advances. - Keep up to date monthly accurate records (soft and hard copies) of financial supporting documents segregated by donor for purposes of internal, donor reporting and audit purposes. - Check bills and invoices before payment to ensure that documents are accurate and complete, that budget coding is correctly recorded, and that policies and guidelines including specific grant/donor requirements are followed. - Prepare checks and bank transfers for authorized payments as instructed by supervisor. - Prepare bank reconciliations to ensure the balances are accurate and all the payments in the bank statements are accounted for. - Prepare Payment Vouchers- PVA, CR on daily basis. - Recording of transactions into the accounting system as instructed by supervisor. - Maintain the financial filing system in an organized, complete, and efficient manner. - Ensure strict confidentiality of all financial information including bank and cash balances. - Assist during month-end and year-end financial reporting and audits as directed by supervisor. - Provide general administrative and financial support to the office as directed by the supervisor. - Ensure that all supporting documents of payments made, and cash received, are stamped ‘PAID & Posted’, filed properly, and kept in a secured location. - Any other task assigned by supervisor(s).

Qualifications

- Bachelor’s degree in accounting, Finance, from a recognized College/Institution - At least one year up to a maximum of three years of experience in the field of financial role preferably in the NGO sector. - Knowledge of financial systems and procedures. - Highly organized and detail-oriented with strong analytical, reasoning, and problem-solving skills. - High level of honesty and integrity - Excellent computer skills (Word, Excel, Outlook, and email applications).

Language/Travel:

- English is required (Writing and Communication). - Travel: this position may cause to field sites in outside of Jordan as well as attending regional and global workshops and meetings.
