Organizational Setting

The position is located at the FAO Representation in Georgia. The main aim of the FAO country offices, which are headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Finance Assistant works under overall supervision of the Assistant FAOR and the direct supervision of the Finance Associate in FEGEO. Supervision received is focused on the quality of work outputs and is facilitating service delivery.

Technical Focus

The Finance Assistant supports in day-to-day financial operations, including specialized and complex processes and functions, ensuring consistency, timeliness and conformity with relevant rules, procedures and practices.

Tasks and responsibilities

  • Process claims or invoices and other payments requests in line with relevant regulations and instructions;
  • Ensure that all supporting documents and information required to justify payment, including receipts, banking details, etc., are complete before releasing payments;
  • Settle invoices and claims after verification of supporting documents;
  • Process salaries, entitlements, claims, DSAs, etc., according to established guidelines and procedures;
  • Compile and verify budget and accounting data by checking files, calculating costs and estimating anticipated expenditures; following authorization, make disbursements from petty cash as per delegation, maintain records of such disbursements and balance accounts as required;
  • Assist in the preparation of periodic accounting records, finance and budget documents; record receipts and disbursements (ledgers, cash books, vouchers, etc.);
  • Reconcile data for recurring or special reports; maintain contacts with local banks, verify account status and currency exchange rates and obtain approval for cheque clearance;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University Education (Bachelor’s degree in finances, business administration or other related areas)
  • Three years of experience in finances
  • Working knowledge (Level C) of English and Georgian
  • Very good knowledge of the MS Office package, Internet and office technology equipment
  • National of Georgia

Technical/Functional Skills

  • Thorough knowledge of payment procedures (starting with Invoice generation till the actual payment of funds) of any public or international entity or organization.
  • Extent of knowledge of financial, administrative and operational procedures related to project management;
  • Extent of knowledge of any financial tools/systems;
  • Understanding of FAO policies and programmes is considered a strong asset;

DESIRABLE QUALIFICATIONS AND SKILLS

  • Thorough knowledge of UN payment system/GRMS, policies and procedures;
  • Certification in finance field delivered from an internationally recognized institution will be an asset;
  • Thorough knowledge of FAO's administrative policies and procedures;
  • Working knowledge of Russian.
