OBJECTIVES OF THE PROGRAMME

The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The overall Objective of the Administrative Unit within the Country Office is to provide core services in order to facilitate programme delivery in all aspects of administration & financial operations, including budget, HR Fellowships, Procurement, Security, Transport and Building Management ensuring efficient and smooth functioning of the Bangladesh Country Office. The Budget and Finance Sub-Unit will provide centralized quality Financial control, accounting and budgetary support to the Bangladesh Country Office through monitoring financial and accounting data, analyzing and reporting and providing technical advice to enable effective management of funds in the most effective and efficient way possible.

DESCRIPTION OF DUTIES

Under the direct supervision of the G-7 Budget & Finance Associate, and the general supervision of the P-3 Finance/Admin Officer, the incumbent provides support for the smooth running of the Budget & Finance Sub-Unit by performing the following duties in accordance with WHO financial rules, procedures and policies: (duties not all inclusive or exhaustive)

  • Maintains and updates the monitoring of advances paid against DFC and obtains the statements of expenditures (SoE) for adjustments.
  • Monitors financial status in GSM and prepares implementation status reports as required. Submits status of DFC financial advanced monitoring report to BFO / SEARO on quarterly basis.
  • Assist in calculation and compilation of cost estimates and projected budget requirements, and assists in preparation of the budget estimates for DFC/APW/TSA as appropriate.
  • Assist in maintaining financial records, reports and reference files related to DFC/APW/TSA; update files in a timely manner ensuring all financial/technical documents are available and retrieved easily.
  • Assist in maintaining contacts with local banks to clarify questions pertaining to office bank accounts.
  • Assists in preparing payment vouchers and prepares payment instructions to the bank when required.
  • Assist in reconciling banks and e-Imprest accounts, including cash payments on a monthly basis.
  • Generate/download reports from GSM and present them in easily readable form in excel worksheets. Prepare data and follow up material amongst others, in related to the incumbentant's area of work.
  • Replace other assistants in the unit during absence.
  • Perform any other task as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education Desirable: •Training in book-keeping, accounting and computer applications;•University Degree in finance or accounting or administration and finance would be an asset

Experience

Essential: At least five (5) or more years of progressively responsible experience in accounting, finance and/or budget activities. Desirable: Experience in UN/International Organization would be an advantage.

Skills

•Thorough knowledge of general financial and accounting procedures;•Familiar with Bangladesh banking system;•Knowledge of financial support issues and requirements and modern office procedures and practices. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, and WHO organizational structure;•Familiar with financial reporting criteria;•Ability to draft correspondence;•Update knowledge of office technology gained through technical training and work experience; •Ability to build relationships with a variety of individuals across functions;•Ability to handle work in a timely and accurate manner with tact and discretion, as required•Ability to maintain in-house courses, on-the-job training and/or self-training.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BDT 1,333,958 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
