As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. The current UNDP Country Programme (CPD 2017-2021/2) for Morocco ends in December 2022. The new country programme (2023-2027), which is in the process of formulation, will articulate UNDP country office’ contributions to the Government’s priorities as articulated in Morocco’s New Develop-ment Model, the National Strategy for Sustainable Development and sectorial strategies. It will be aligned to the United Nations Cooperation Framework for Sustainable Development (UNSDCF 2023-2027) and the UNDP strategic plan 2022-2025, and will provide strategic responses in several areas, such as democratic governance; green, low-carbon, inclusive economic development; and environ-ment, climate change and sustainable energy. The CPD, via its programme approach and mobilization of broad-based partnerships, will catalyze integrated innovative solutions that respond to the priority needs of the country, deliver cross thematic outcomes across a range of Sustainable Development Goals (SDGs) and boost the implementation of Morocco’s development priorities and the 2030 Agen-da for Sustainable Development.

UNDP Morocco is seeking a national UN Volunteer to provide excellent support in Finances, working in close collaborations with the Programme, Operations, and Projects of UNDP, as well as other Unit-ed Nations agencies.

Under the direct supervision of the Head of the Finances Unit, and the overall guidance and supervision provided by the Operations Manager, the UNV Finance Assistant will be responsible for providing a variety of office, agency and project support services. Primarily, the incumbent will act as the Fi-nance Assistant to various projects, agencies and initiatives. He/she will perform his/her functions in close collaboration with the other members of the Finances Unit.

Under the guidance and supervision of the Operations Manager and direct supervisor, the Finance Assistant provides financial services ensuring high quality, accuracy and consistency of work and promotes a client-oriented approach consistent with UNDP rules and regulations.

He/she works in close collaboration with the operations, programme and projects’ staff in the Country Office (CO) and with UNDP HQs staff to exchange information and ensure consistent service delivery and will undertake the following tasks:

  1. Ensures implementation of operational strategies focusing on achievement of the following results:

- Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies. - Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.

  1. Ensures functioning of the optimal cost-recovery system focusing on achievement of the following results:

- Provision of inputs for preparation of cost-recovery bills in Atlas for the services pro-vided by UNDP, follow up on cost recovery.

  1. Provides accounting and administrative support to the Finance Unit focusing on achievement of the following results:

- Proper control of the supporting documents for payments and financial reports for NEX projects; preparation of all types of vouchers for projects and on-behalf of UN-OPS and non-Atlas Agencies; PO vouchers; Pay Cycle and payment execution. - Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed - Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. - Presentation of information on the status of financial resources as required. - Maintenance of the Accounts Receivables for UNDP projects and recording of deposits in Atlas. - Maintenance of the proper filing system for finance records and documents. - Preparation of vouchers and PO vouchers for management projects can in small offices be performed by Finance Associates. Voucher creation functions in the offices with Service Centres or Project offices can be performed by Service Administrators of the Service Centres or Finance Assistants of Project offices.

  1. Ensures proper CO cash management system functioning focusing on achievement of the following results:

- Alternate to Finance Associate (ICS-6) for timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application. - Alternate to Finance Associate (ICS-6) for daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and recording of contribu-tions. - Preparation of monthly UN exchange rate report to Treasury. - Timely and accurate preparation of bank reconciliations. - Initiation of bank transfers and deals in Atlas.

5 .Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results: - Participation in the trainings for the operations/ projects staff on Finance. - Contributions to knowledge networks and communities of practice.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

  • A final statement of achievements towards volunteerism for development during the as-signment, such as reporting on the number of volunteers mobilized, activities participat-ed in and capacities developed.

finance experience at the national or international level is required.

-Experience with ERP financials, preferably PeopleSoft, desirable. -Knowledge of IPSAS and/or IFRS desirable, if required for specific services. For example: ACCA, CIPS, CISCO, etc.

Morocco is a middle income country whith a population of 35 millions. The climate in Rabat is mild with very hot summers and short, rainu winters. Accomodation is available at reasolable prices. Cheap public transport, including a train system, connects the main centers of the country. Taxis are pentiful in major cities.
