OBJECTIVES OF THE PROGRAMME

Les unites d'appui administratif des bureaux de pays (CSU) ont ete mises en place dans l'organigramme pour fournir un appui aux responsables et aux membres du personnel afin de leur permettre d'exercer pleinement leurs responsabilites dans l'environnement du GSM et de garantir la conformite aux politiques, procedures, regles et reglements dans toutes les transactions ou pour toutes les questions administratives et financieres, dansle cadre d'un Progiciel de gestion integree (PGI/ERP).

DESCRIPTION OF DUTIES

Sous la supervision directe du Charge des operations (OO), le titulaire exerce les fonctions suivantes : Executer les operations financieres quotidiennes englobant le controle de la qualite, le suivi et l'apurement, la comptabilite et les rapports financiers, les previsions et le suivi des flux de tresorerie, tout en assurant la liaison avec les membres de l'equipe concernes Traiter les actions financieres dans le GSM, cela inclut les demandes de financement du plan de travail, tout en garantissant une reponse rapide aux demandes financieres de l'equipe de la reponse aux urgences sanitaires Effectuer le paiement des engagements de l'organisation, les paiements des depenses liees aux ateliers (DSA, frais de restauration, frais de deplacements, et suivre les dossiers d'engagement des depenses et de paiement) S'assurer de la validite, de l'opportunite et de l'efficacite des depenses avant engagementPreparer hebdomadairement les pieces justificatives des depenses ; Gerer l'archivage des documents administratifs et comptables du programme ; Assurer l'imputation des depenses dans les formulaires de decaissement de l'organisation ; Preparer mensuellement les rapports financiers; Preparer les etats de reapprovisionnement de la caisse ; Assurer l'application des procedures financieres et comptables de l'organisation; Faire le suivi budgetaire et de l'execution des depenses de terrain; Contribuer au suivi de la situation de la contribution financiere directe (DFC) et la gestion de la mise en œuvre directe des activites (DI); Apporter un support a l'organisation d'ateliers et d'activites de terrain; Effectuer un enregistrement precis des transactions financieres, le calcul et le paiement des salaires, indemnites et autres paiements au personnel, aux non-fonctionnaires, aux sous-traitants et aux fournisseurs Soutenir la gestion du compte l'Imprest (des regies d'avances) : analyser les depenses par rapport aux allocations approuvees, rapprocher les livres de caisse avec les releves bancairesEtre capable d'effectuer toute autre tache confiee par le superviseur hierarchique ;Effectuer d'autres taches connexes qui peuvent etre attribuee par le responsable du cluster, le charge des operations ou le Representant de l'OMS.

REQUIRED QUALIFICATIONS

Education

Essential: Fin d'etudes secondaires ou une formation technique equivalente ou une formation commerciale avec une specialisation en comptabilite, budgetisation ou finance Desirable: Diplome ou une formation superieure en comptabilite ou en finance

Experience

Essential: Au moins cinq (05) ans d'experience dans les activites de finance, de budgetisation et/ou de comptabilite. Desirable: Une experience au sein du Systeme des Nations Unies (SNU) ou d'autres organisations internationales ou multinationales

Capacite a planifier, organiser, coordonner et mettre en œuvre des contributions provenant de plusieurs sources; exprimer des idees de maniere claire et concise, a la fois oralement et par ecrit; conceptualiser et executer des taches avec peu de supervision; fournir des rapports analytiques financiers, a l'aide d'un logiciel approprie; interpreter les regles et reglements financiers; et etablir et maintenir des relations de travail efficaces avec des personnes d'origines nationales et culturelles differentes.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at MRU 456,813 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
