Job Description

Background/IRC Summary:

In Ukraine, months of escalating Russian hostility have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine. IRC’s approach in this crisis pre-dates the beginning of the conflict. We have been carefully monitoring the context since late 2021. Knowing the likely impact of large-scale crisis on civilians, EHAU deployed a scoping mission to Poland in February of this year and on February 24, when Russia launched airstrikes, IRC quickly pivoted to a response stance, delivering aid immediately through donations to Ukrainian and Polish partners.

In Poland, the IRC has launched a country program through the emergency response team. The IRC currently has offices in Lublin, and is looking to expand in programme scale, scope and geographic support over the coming months.

Job Overview/Summary:

SCOPE OF WORK:

The Finance Assistant reports to the Finance Manager. She/he supports the Finance Officer in managing all aspects of day-to-day operations of accounting department in the Field office, He/she will assist in the implementation of Finance policies, procedures and systems and Ensure compliance with IRC procedures and guidelines.

Responsibilities:

1. Assist with making payments to suppliers, contractors and program staff based on approved documents and in line with authority delineation. 2. Ensure scrutiny of the entire bill for accuracy and receipt of goods before process for payment. 3. Be responsible for documentation, preparation of cash disbursement voucher for all cash transactions related to the station office 4. Ensure all transactions follow IRC accounting policy, Donor restriction and generally accepted accounting principles. 5. Maintain confidentiality of all financial and other job-related information. 6. Ensure proper documentation and filing of all financial documents. 7. Prepare and process day to day financial transactions and implement internal control procedures in keeping with IRC policies and procedures. 8. Assist in the collection of financial needs for the office each week 9. Remits tax and Collects credit tax receipts. 10. Submits payments for bank for processing.

Finance/Budgeting

1. Act always in accordance with local law and standards of accounting practice. 2. Review budget with the aim of gaining a clear understanding of budget guidelines and instructions 3. Review funding allocations to enable proper guidance to programs and proper coding. 4. Provide training to program staff on finance issues. 5. Produce monthly and quarterly reports to be reviewed by your supervisor

Common duties

1. Follow any new procedures and guidelines designated in circulars from Country Director 2. Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (in-country and World-wide) as per the IRC reporting mechanism. The reporting of violations is an obligation on the part of all staff members 3. Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. 4. Perform other duties as may be assigned by your supervisor

Requirements

Diploma in Accounts or Bachelor’s degree in Accounting from recognized College/Institutions.

Experience

A minimum of two (2) years of accounting experience. Computer literate with significant knowledge/experience in excel

Skills

- Able to work in a high-pressure situation, - Ability to independently organize work, prioritize task and manage time. - Strong inter-personal skills, able to coach and support others - Self-motivated, honest, highly responsible and punctual - Excellent verbal and written communication skills, fluent in written and spoken English.

Working Environment: This position will be based in Warsaw, with occasional travel to Rzeszow, Lublin and other locations as necessary. As this is a fluid and rapidly changing context, the location of this assignment may change based on the needs of the program. This position will be unaccompanied, with the possibility of review at the end of the first year. Housing will initially be in hotels, or shared, IRC accommodation.
