Org. Setting and Reporting This position is within the Financial Management Services Section (FMSS), Resource Management and Service Development Division (RMSDD) of United Nations Economic and Social Commission for Western Asia (ESCWA - unescwa.org). The Finance Assistant reports directly to the Finance Officer and will be under the overall supervision of the Chief, FMSS.

Responsibilities Within delegated authority, the Finance Assistant will be responsible for the following duties:

Budget: 1 - Supports the Finance Officer in extracting information and generating reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance Officer. 2 - Researches/compiles data and other information required by the Finance Officer in the review and analysis of relevant proposals. 3 - Consolidates data and provides support to Finance Officer with respect to different reviews of relevant intergovernmental and expert bodies. 4 - Assists the Finance/Officer in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures. 5 - Assists the Finance Officer with data input in the budget instructions for peacekeeping operations. 6 - Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from Umoja and monitoring reporting requirements by donors. 7 - Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. 8 - Reviews draft reports, verifying overall accuracy, consistency and uniformity in the presentation, and ensuring comprehensiveness and compliance with the format prescribed by the Editorial and Documents control of GACM; cross-checks consistency of figures in tables with the text of the reports, and verifies references to other reports and documents, bringing errors to the attention of the Finance Officer concerned; ensures that all necessary corrections are incorporated in the reports; co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

Claims: 9 - Verifies and prepares less complex payments to third parties, commercial entities, and individuals, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.

Treasury: 10 - Prepares payments for final disbursement by Cashier. 11 - Creates receipts and deposits for all incoming funds. 12 - Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues. 13 - Identifies and annotates bank account movements. 14 - Files and archives documentation as required.

General: 15 - Keeps up-to-date on documents/reports/guidelines ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. 16 - Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters. 17 - Maintains and keep up-to-date files. 18 - Provides administrative support to the Head of the organizational unit and/or Finance Officer, as required. 19 - Performs other related duties, as assigned.

Education High school diploma or equivalent is required.

Work Experience A minimum of five years of progressively responsible experience in accounting, finance or related area is required. Two years of demonstrated experience in processing financial transactions through an Enterprise Resource System (ERP); e.g. SAP is required.

Languages English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Knowledge of Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Special Notice - This position is temporarily available for an initial period of 3 months, subject to extension based on the availability of the position.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

    United Nations Considerations According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
