1. Organizational Context

  1. Organizational Setting

The post of FSCM Team Lead is located in the AIMS FSCM Team, Core ERP Section of the Enterprise Solutions Division, Department of Program Planning and Finance, Administration, Finance and Management Sector. The Enterprise Solutions Division is responsible for the evolution and maintenance of WIPO’s portfolio of ERP Administrative and Management applications collectively known as AIMS. The AIMS portfolio of products includes a combination of commercial off the shelf (COTS) and custom-developed applications based on Oracle Hyperion, Taleo, PeopleSoft FSCM & HCM, Acuity Stream (for risk management) and others.

  1. Purpose Statement

The FSCM Team Lead is responsible for the supervision of the AIMS FSCM Team. This solution is part of AIMS, an integrated software suite of business applications.

  1. Reporting Lines

The incumbent works under the supervision of the Head of the Core ERP Section.

  1. Work Relations

The incumbent works closely with business process owners, to ensure that the solutions meet their objectives and supervises a team consisting of staff and external resource.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Partner with business process owners to jointly develop a shared vision and strategically plan the evolution of PeopleSoft solutions under his/her supervision;

b. Manage the evolution of PeopleSoft solution stream under his/her responsibility throughout the software development lifecycle ensuring that the solution supports the business objectives;

c. For the stream under his/her responsibility, lead the review of recurring operational issues and software updates to identify opportunities for simplifying, streamlining and enhancing processes and systems; consult with the business process owners to agree on the recommended options;

d. Manage the enhancement of PeopleSoft solutions by performing a team lead role in business process change projects, from analysis of stakeholder objectives to the release into operational use;

e. Organize and manage the work of staff and external resources to ensure that the quality of output is in line with business objectives and contractual terms, while addressing any issues that may be identified and escalating those upwards if needed. Allocate resources to PeopleSoft solutions under his/her responsibility in order to ensure adequate support and build overall PeopleSoft competence within the team;

f. Quality check documentation produced by the team to ensure completeness, accuracy and relevance of the overall knowledge base;

g. Maintain strong relationships with other ERP teams, IT focal points in other areas and with subject matter experts to ensure solutions are maintained and enhanced in accordance with established software development guidelines and standards;

h. Ensure that team provide service orientated support to the customers/end-users of software applications by following the respective ITIL-based processes;

i. Lead the team in the establishment and continual maturity of ITIL based processes, thereby helping the Division to achieve 1S0/IEC 20000 certification;

j. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in Computer Science, Information Technology or a related discipline. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

ITIL foundation and basic project management certification, e.g. PRINCE2 foundation certification.

Education (Desirable)

Software quality certification.

ITIL certification in a specific service operation component.

PRINCE2 practitioner certification.

Experience (Essential)

At least seven years' relevant professional experience including in several or all of the following areas: team leadership, functional analysis and specification, software development, user acceptance testing, software maintenance, documentation standards, training methods and deployment, quality management.

Substantial experience managing ERP-based applications throughout their life cycle within a highly integrated environment.

Experience with vendor management.

Substantial hands-on experience of one of the following: PeopleSoft FSCM, PeopleSoft HCM, PeopleSoft ELM, PeopleSoft IH and PeopleSoft Update Manager.

Experience of integrating PeopleSoft with one or more of the following solutions: Hyperion Planning, Oracle Business Intelligence, Acuity Risk Management, Oracle Taleo Recruiting Cloud Service, Business Process Management, Microsoft Dynamics CRM, as well as various banking interfaces.

Project management experience.

Experience (Desirable)

Experience with an Enterprise Risk Management system and any Business Intelligence tool.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of French.

Good knowledge of ERP business practices in relation to several of the following areas: Financials, Commitment Control, Procurement, Human Resource Management, Recruitment, Business Process Management, Automation of Cross-Functional Business Processes, and Customer Relationship Management.

Knowledge of financial and / or HR business processes applied by the United Nations.

SOL and PeopleTools skills.

Ability to work with UNIX operating systems.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the May 2022 rate of 72.2%
