You have:
- Bachelor degree or equivalent in Business Administration, Law, Economics, Finance, or related field.
- Minimum 5 years of work experience relevant to the function, in finance/procurement/administration (operations) management.
- Fluent in Portuguese and English.
- Experience in Monitoring and Evaluation systems.
- Experience in handling of web-based management systems.
Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
Eligibility criteria
Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
Description of task
Under the direct supervision of HSS Programme Manager, the National UN Volunteer will undertake the following tasks:
Summary of Key Functions:
- Support to the management of the HSS routine Operations, with focus on administration of budgets and optimal cost-recovery.
- Effective and accurate financial and operations management of projects activities, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring and evaluation.
- Financial administration support to Programme Associate and Finance Specialist consultant, to ensure accurate and timely reporting.
- Facilitation of knowledge building and knowledge sharing.
Provides effective support to management of the HSS Operations focusing on administration of budgets and optimal cost-recovery

Ensures effective and accurate Finance and Operations management of projects activities and records, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring and evaluation
Focusing on achievement of the following results:
- Support on formulation of Programme work plans, budgets, proposals on implementation arrangements and execution modalities.
- Support preparation of required budget revisions, determination of unutilized funds, operational and financial close of projects as applicable.
- Routine implementation of projects, tracking use of financial resources.
- Presentation of information for audit of DIM projects and supports implementation of audit recommendations.
- Support preparation of required periodic and donor reports.
- Proper control of the supporting documents for timely payments and financial reports for DIM projects; preparation of non-PO vouchers.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers
- Ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed.
- Review of DIM projects Financial Reports.
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
- Creation of vouchers in Atlas for HSS projects, register of goods receipt in Atlas.
- Documentation and maintenance of filing system in compliance with audit requirements.
- Systematic check and monitoring on project Annual Work Plan expenditures.
- Prepare for annual audits of and ensure that external auditors have all relevant information.
- Follow up on audit reports to ensure that recommendations in audit reports are implemented.
- Monitoring and evaluation of projects, identification of financial problems or bottlenecks and development of solutions.
Ensures effective financial administration support to Programme Associate and Finance Specialist consultant, to ensure accurate and timely reporting, through:
- Preparation of financial information and budgets leading to the formulation of the AWPs.
- Prepare detailed budget information of the HSS Projects approved components.
- Follow up on the budget execution and prepare monthly account reconciliation and cash flow.
- Timely review of cash position for HSS Projects accounts to ensure enough funds on hand for disbursements. Timely identification and recording of receipts for income application.
- Elaboration of the internal expenditures’ control system which ensures that transactions are correctly recorded and justified; other entitlements are duly processed.
- Full compliance of projects activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.
Ensures facilitation of knowledge building and knowledge sharing in the CO and HSS focusing on achievement of the following results:
- Strengthened project management practices and application of UNDP’s rules, regulations, and policies as well as The Global Fund rules and regulations.
Contribution to inter-agency knowledge management activities under Delivering as One, particularly as relating to projects and programme
- Synthesis of lessons learnt and best practices in programme and participation in knowledge dissemination activities as applicable.
- Contributions to knowledge networks and communities of practice, particularly in the area of project management.
