Org. Setting and Reporting

The position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The Finance and Budget Officer FS-6 reports to the Chief Finance Unit.

Responsibilities

Within delegated authority, the Finance and Budget Officer will be responsible for the following duties: • Analyses accounts and reviews/evaluates regular financial reports. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. • Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Administer and monitor extra-budgetary resources through cost recovery, including review of agreements and cost plans, issuance of allotments and ensuring compliance with regulations and rules and established policies and procedures • Process cost recovery billing in coordination with the sponsoring sections and follow up settlement of outstanding unpaid balances • Analyzes complex/unusual accounting transactions and open items in the accounting system and implement corrective actions. • Reviews and reconciles various clearing accounts, investigate erroneous/invalid entries and take appropriate corrective accounting action. • Advise and ensure that only valid year-end budget commitments confirming with established criteria are valid for carrying forward. • Arrange and conduct disbursements for projects and activities organized by the Mission • Reviews and verifies that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received; • Coordinate with concerned sections to assist in the monthly and financial year end reporting in the preparation of the IPSAS Financial Statement for the mission. • Supervises the disbursement of payments and monitor house bank account balances and transaction. • Verifies imprest documentation and prepare imprest statements. • Act as a Approving Officer under Financial Rule 105.4 in adherence with the UN Regulations and Rules • Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief Finance and Budget Officer. • Assists with the review and recording of financial transactions related to assets, assets under construction and inventory. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

High school diploma or equivalent is required. Technical or vocational certificate in accounting, business administration, finance, budget or related fields is required. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

At least 10 years of progressive experience within the United Nations system or in the private sector at the national or international level in accounting, Finance, budgeting or financial management is required. The minimum years of relevant experience is reduced to five (5) years for the candidates who possess a first-level university degree. Experience in monitoring financial transactions, identifying and analyzing trends is required. Experience in working with Excel or similar programme involving large data sets (using pivot tables and arrays) and calculations is required. Experience and knowledge of trust fund management and cost recovery budgeting and processes is required. Experience and technical competence such as local process expert qualification in the following Umoja modules: Funds Management (FM), Financial Accounting (FI), and/or, Grants Management (GM) is desirable. Experience with review of donor agreements and / or Implementing partner agreements including monitoring financial aspects of implementation of programme is desirable. Experience working in an international organization or non-governmental organization in a conflict or post conflict setting is desirable. 2 years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English is required; and knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
