Org. Setting and Reporting This position is located in the Executive Office, Division of Conference Management, Department for General Assembly and Conference Management, United Nations Office at Geneva. Under the overall guidance of the Director of the Division of the Conference Management and direct supervision of the Executive Officer, the Finance and Budget Officer is responsible for providing support in planning and administration of the use of resources allocated to the Division of Conference Management.

Responsibilities Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

Medium-term plan: - Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of divisional submissions, taking into account recommendations and decisions of specialized intergovernmental bodies. - Provides substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions; secures approval from the General Assembly. - Ensures legislative mandates are accurately translated into program budgets.

Budget preparation: - Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from DCM services; get estimated workload requirements from Monitoring and Evaluation Section; analyse Pattern of Conferences and Committee on Conferences Report and prepare the budget proposals in line with it; - Provides support to the DCM management with respect to the elaboration of resource requirements for budget submissions. - Reviews, analyzes and provides input into finalization of program budget/financial implications to the ACABQ and the Fifth Committee in light of additional mandates. - Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration: - Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. - Manages and monitors budget implementation and recommends reallocation of funds as necessary. - Monitors expenditures to ensure that they remain within authorized levels. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Prepares budget performance submissions including relevant documentation with respect to the annual budget performance reports. - Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports analyzing variances between approved budgets and actual expenditures. - Provides substantive support to relevant intergovernmental and expert bodies. - Monitors the DCM accounts regularly in compliance with the IPSAS.

General - Provides advice and guidance, including training, to staff on budgetary and financial policies and procedures, including results-based budgeting. - Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence. - Drafts official documentation to troop contributing countries concerning reimbursements from the United Nations. - Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. - Leverages technology to streamline budgetary processes for quotation and billing changes and/or modifications. - Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. - Ensures the integrity of financial and management systems and the controls that underpin them. - Plans, organizes, manages, and supervises the work of the subordinate staff. - Performs other related duties, as assigned.

Ability to review, design and implement appropriate internal management control framework, monitor timely and accurate processing of transactions and implementation of Division’s mandate within available resources. Ability to analyse questions/queries raised by the Committee on Conferences, Committee for Programme and Coordination, Advisory Committee on Administrative and Budgetary Questions, the Fifth Committee and the Programme Planning and Budget Division. Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Out of the seven years, four (4) years of experience in regular budget preparation within the United Nations Common System is desirable. Experience with financial systems or financial modules of Enterprise Resource Planning (ERP) such as SAP, Oracle or similar software is desirable. Experience in the use of information technology tools for financial analysis and monitoring of budgets is desirable. Experience in applying private sector or public-sector accounting standards such as international Financial Reporting Standards (IFRS) or International Public Sector Accounting Standard (IPSAS) and progressive experience preparing Financial Statements is desirable. Experience in conference-servicing costing methodologies, system-based review of mandates, costing calculators, financial innovation tools, self-service analytics and data visualization is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of another UN official language is desirable.
