Org. Setting and Reporting This position is in the Finance Section, Business Management Branch (BMB) of the United Nations Development Coordination Office (UNDCO), New York. The Finance and Budget Officer reports directly to the Chief Global Resident Coordinator System Finance Section.

Responsibilities Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

Budget: - Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates. - Undertakes research and provides support to the Finance team with respect to budget reviews of relevant intergovernmental and expert bodies. - Assists in the preparation of budget performance submissions. - Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. - Monitors the integrity of various financial databases. - Co-ordinates with the Finance team on related issues during preparation of budget reports. - Assists in the development testing and deployment of the budgetary tool

Finance: - Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. - Monitors expenditures to ensure that they remain within authorized levels. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Provides input to the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. - Monitors requests for additional resource requirements including contingency, monetization requests - Provides support for the operationalization of the LMR trust fund

Grants management: - Prepare acceptance letters for voluntary contributions - Liaise with Accounts in creating grants in Umoja when contributions have been received. - Assists in the monitoring and tracking of locally mobilized resources including in the integration of such resources into the UN Secretariat systems including Umoja – IPMR module.

Human Resources: - Reviews and monitors approved staffing table, including certification of requests for positions creations, extension of posts, organizational unit structure, and other revisions that may be required. - Identify any variances in standard costs and actual costs under staffing resources and adjust any allotments as may be necessary.

General: - Assist in the capacity-building of the 132 Administrative Assistants, including providing guidance and training in Umoja when applicable. - Keeps up to date on documents/reports/guidelines that have a bearing on matters related to duties and responsibilities, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. - Performs other related duties, as assigned.

Results Expected: Formulates effective financial operations through the provision of timely support with respect to a well formulated programme budget, improved administration of approved budgets, and improved programming and budgetary practices.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.

    Knowledge and practical use of Umoja is desirable.

    Languages English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
