Org. Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

This temporary position is located in the Resource Planning and Management Section, Geneva, United Nations Office for Disaster Risk Reduction (UNDRR). The incumbent reports to the Head of Budget, Finance and Procurement Unit.

Responsibilities Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

Finance: - Analyses accounts and reviews/evaluates regular financial reports. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. - Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments/appropriations and for similarly for extrabudgetary funded staffing tables, the released budgets. - Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. - Prepares or consolidates financial information to be submitted as part of preparation of financial statements for inclusion in the UN Financial Statements to be audited. Responds to internal/external audit observations. Assists in any evaluations and expenditure verifications related to project funding. - Provides advice and guidance concerning the United Nations’ Financial Regulations and Rules to respective UNDRR substantive units. - Provides authoritative interpretation of requirements for handling transactions. - Monitors, analyses transactions recorded into the accounting system. - Defines requirements and works with systems units and relevant colleagues and service providers with respect to production of relevant financial reports, regularly monitors all mandatory and internal KPIs related to procurement, budgeting and finance. Ensures that corrective actions are taken in a timely manner. Updates relevant information on internal dashboards and the RPMS information portal. - Provides information needed to respond to audit findings.

Budget preparation: - Assists the programme planning and moniroting unit with the review and analysis of data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Provides support to managers with respect to the elaboration of resource requirements for budget submissions. - Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly as required.

Budget administration: - Monitors budget implementation in close collaboration with the programme planning and monitoring unit and determines/recommends reallocation of funds when necessary. - Monitors expenditures including the ones charged by service providers and implementing partners to ensure that they remain within authorized levels. - Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. - Provides substantive support to intergovernmental and legislative bodies.

General: - Keeps up-to-date on documents/reports/guidelines/SOPs that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Keeps up-to-date on current financial regulations/professional publications and accepted principles and coordinates with service providers and clients on a wide range of issues related to finance, budget and procurement. - Leads in the preparation of Implementing Partner/Grants out procedures, ensures that the process is coherent across the various systems in place such as the Grantor Module, IPMR module and UNPP systems. Together with the Administrative Unit maintains an updated portal on Implementing Partner Management and Monitoring. - Reviews agreements and funding proposals and makes recommendations to the Chief of Section. - Monitors and supervises the work of finance and budget assistants as required. - Performs other related duties, as assigned.

    Education Advanced university degree (Master or equivalent degree) in business administration, finance, accounting or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

    Work Experience A minimum of five years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required. Experience in applying private sector or public sector accounting standards such as International Financial Reporting Standard(s) (IFRS) or International Public Sector Accounting Standard (IPSAS) is required. Experience using SAP/UMOJA GM and FI modules and experience in preparation of financial statements and donor reports are required. Experience supporting a decentralized office is desirable. Experience in the area of administration on travel, leases and fixed asset management is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another United Nation's official language is an advantage.

    Special Notice This position is temporarily available for the period of 364 days.

Staff members are subject to the authority of the Secretary-General and to assignment by him.
