Org. Setting and Reporting This position is located in the United Nations Mission in South Sudan, with duty station Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent serves as one of the two Team leaders of the Budget Unit, Finance and Budget Section, and reports directly to the Chief Finance and Budget Section.

Responsibilities Responsibilities

Within delegated authority, the Finance and Budget Officer will perform the following duties: Planning and strategic support:

•Provides advice on the Mission’s business planning horizon in alignment with the current and prospective major resource priorities. •Analyzes and synthesizes the critical issues of financial performance and budgetary elements to assist management in the process of informed decision-making. •Monitors, reports and brings issues of strategic importance to the attention of senior staff members. •Recommends alternative actions for the Mission’s direction on management of resources. •Keeps abreast of major changes in terms of mandate and operational decisions and analyzing the impact on the resource requirements.

Budget preparation:

•Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements in the field, including programmatic aspects ensuring compliance with the medium-term plan and other legislative mandates. •Provides detailed input with respect to resource requirements for budget submissions. •Reviews, analyzes, and finalizes Mission budget/financial implications to the various reviewers in light of additional mandates. •Provides adequate responses with justifications and explanations to the Controller and Legislative bodies in their budget review. Budget administration: •Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate authorization and procedures. •Manages and monitors budget implementation and recommends reallocation of funds as necessary. •Monitors expenditures to ensure that they remain within authorized levels. •Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

Budget performance reporting:

•Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures. •Provide responses to queries from the Controller and Legislative bodies.

General:

•Provides advice and guidance, including training, to field staff on budgetary and financial policies and procedures, including results-based budgeting. - Keeps up to date on documents/reports/guidelines that have a bearing on matters related to peacekeeping budgets, ensuring compliance with recommendations and decisions of the Legislative bodies as well as with United Nations policies and procedures. - Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. •Acts as Approving Officer under Financial Rule 105.6 to ensure that proposed commitments and expenditures are in accordance with approved budgets and established regulations and rules. •Ensures the integrity of financial and management systems and the controls that underpin them. •Plans, organizes, manages, and supervises the work of the Unit/Section assigned. •The Finance and Budget Officer will be asked to perform other related duties.

Knowledge of financial and budgetary principles and practices, budget development and financial administration of resources. Ability to develop budgetary policies, procedures and new programmes. Expert knowledge of the Enterprise Resource Planning System and excellent analysis skills on expenditures and their budgetary implications. Ability to formulate new strategies and technical approaches to budgetary matters. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning and Organizing:

Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Communication:

Speaks and writes clearly and effectively; Proven ability to write high level analytical reports and strategic papers focusing on the key budget priorities, planning assumptions and resource drivers. Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match audience; Demonstrates openness in sharing information and keeping people informed.

Managing Performance:

Makes sure that roles, responsibilities and reporting lines are clear to each staff member; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; actively supports the development and career aspirations of staff; appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in in finance, administration, budget, business administration or related area is required. Management level experience in supervising and coordinating a team of staff working in budget and/or finance area is required. Proficiency in use of Umoja or another Enterprise Resource Planning system is required. Several years of experience in budget development and financial administration or resources at the international level is desirable. Experience in application of Results Based Management or a similar performance management methodology is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
