Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

This post is located in the Ecosystems Division, UNEP, at the Nairobi duty station. Under the direct supervision of the Senior Administrative Officer, the incumbent will be responsible for the following functions:

Responsibilities 1. Programme of Work: a) Consolidates, analyses and finalizes the preparation of the Division programme of work and corresponding project portfolio, processes revisions on the basis of corporate procedures and instructions, programmatic submissions, taking into account recommendations and decisions of the UNEA and other specialized intergovernmental bodies. b) Provides substantive support to relevant intergovernmental and expert bodies in the review of their programme of work and its revisions. c) Ensure legislative mandates are accurately translated into program budgets.

2. Budget preparation: a) Provides costing estimates to the corporate result based budgeting process (RBB), analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from the Division in the context of corporate funding. b) Branches and Units in the context of Extra-budgetary funding. c) Provides detailed input with respect to resource requirements for budget submissions. d) Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the Conference of Parties or Intergovernmental Meeting.

3. Budget administration: a) Processes allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. b) Manages and monitors budget implementation and recommends reallocation of funds as necessary. c) Monitors expenditures to ensure that they remain within authorized levels. d) Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. e) Prepares budget performance submissions. f) Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures. g) Provides substantive support to relevant intergovernmental and expert bodies.

4. General: a) Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting. b) Participates in inter-divisional meetings on matters related to resource requirements, programming and budgetary issues. c) Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. d) Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence. e) Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. f) Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. g) Ensures the integrity of financial and management systems and the controls that underpin them. h) Represents Ecosystems Division in inter-Divisional meetings. i) Plans, organizes, manages and supervises the work and resources of the Section assigned j) Performs other related duties as required.

ACCOUNTABILITY: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master's degree or equivalent) in business administration,finance, or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree is required. Qualification as a Certified Public Accountant (CPA) is a desirable.

Work Experience A minimum of seven (7) years of progressively responsible work experience in finance, administration, budget, business administration or related area is required. Five (5) years of experience with the United Nations or similar international public sector organizations is required. Experience with Enterprise Resource Planning systems (ERP) such as Umoja is required. Experience in reporting results under the results-based budgeting methodology is required. Experience with the Global Environment Facility or similar funding mechanism is desirable. Experience with supervision and management of a team is desirable. Experience with management and administration of grants in an international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Note: "Fluency equals a rating of "fluent" in all four areas (read, write,speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Special Notice This position is temporarily available for an initial period of 9 months.
