Org. Setting and Reporting This temporary position is located in the Executive Office (EO) of the Office of Internal Oversight Services (OIOS)in New York and is available for six months. The Finance and Budget Officer will report to the Executive Officer and will have frequent interactions with the Assistant Secretary-General and the Directors, Administrative Officers, and Section Chiefs of the three functional divisions of OIOS, and the administrative support staff of OIOS. The Finance and Budget Officer will support the preparation, review, and finalization of budget proposals and performance reports, in respect of the resources and staff for audit, investigation, inspection and evaluation services. The Finance and Budget Officer will coordinate with staff in the Office of Programme Planning, Finance and Budget and Accounts (OPPBFA), Department of Management Strategy, Policy and Compliance (DMSPC), and relevant finance and budget staff in the United Nations Office at Vienna (UNOV), the United Nations Office at Geneva (UNOG), the United Nations Office at Nairobi (UNON), and the Regional Service Center. (RSCE) in Entebbe.

The Office of Internal Oversight Services is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, inspection and evaluation services.

Responsibilities The Finance and Budget Officer will be responsible for the following duties:

Budget preparation:

  • Review and analyse data, with respect to the drafting and finalization of cost estimates and budget proposals (Regular Budget, Peacekeeping Support Account, Tribunals, Trust funds, and Extrabudgetary accounts), in terms of staff and non-staff requirements from: (i) Departments/offices at Headquarters and in the field, including programmatic aspects, and (ii) medium-sized peacekeeping operations
  • Review and analyse data, with respect to the drafting and finalization of budget performance documents, analysing variances between approved budgets and actual expenditures
  • Provide support to managers, with respect to the elaboration of resource requirements for budget submissions
  • Review, analyse and provide input into finalization of programme budget/financial implications to the Security Council statements, in light of additional mandates
  • Provide substantive support to relevant intergovernmental and expert bodies in their budget review; assist in securing approval from the General Assembly

Budget and financial administration:

  • Provide advice and support to staff on budgetary and financial administration
  • Certify/approve financial transactions in Umoja, including obligations, commitments, payments to vendors, travel and expense reports, service deliveries, inventory write-offs and ICT iNeed requests, while ensuring availability of funds
  • Review and approve: (i) unreleased and released budgets for grants/trust funds in Umoja, and (ii) service-level agreements with OICT for billing purposes
  • Issue allotments, including redeployment of funds when necessary, ensuring appropriate expenditures
  • Monitor budget implementation and determine/recommend reallocation of funds when necessary
  • Monitor expenditures to ensure that they remain within authorized levels
  • Review unliquidated obligations for goods and services in Umoja to ensure timely disbursements and that correct objects of expenditure have been charged
  • Manage and monitor the validity, funding, and incumbency reporting of OIOS posts, including GTA positions
  • Administer and monitor: (i) external training plans and implementation in OIOS, and (ii) extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures
  • Prepare relevant documentation for: (i) the annual IPSAS-based financial statements, and (ii) the annual statement of internal control
  • Provide substantive support to intergovernmental and legislative bodies.

General:

  • Keep up to date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions, as well as with United Nations policies and procedures
  • Monitor and supervise the work of subordinate staff, as required
  • Maintain records and files in the OIOS-EO Sharepoint directory
  • Perform other non-HR related duties, as assigned

    Education Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted, in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in finance, administration, budget, business administration, or related area is required. Experience in managing various sources of contributions and funding in the United Nations or similar international organization is required. Experience in coordinating and consolidating various budgetary proposals to comply with deadlines in an international organization is required. Experience in using financial modules of an Enterprise Resource Planning (ERP) system, such as SAP or an equivalent, is desirable. Experience in working with or for high-level managers is desirable.

    Languages Fluency in one of the working languages of the United Nations Secretariat, English and French (both oral and written), is required; knowledge of the other is desirable. Knowledge of another official language of the United Nations is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This temporary position is funded by the Support Account for Peacekeeping Operations and is available for six months. The appointment, or assignment, and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
