Org. Setting and Reporting This position is located in the Finance and Budget Section of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), duty station Bamako. The Finance and Budget Officer P-3 reports to the Chief Finance Unit.

Responsibilities Under the supervision of the Chief Finance Unit, and within the limits of delegated authority, the incumbent will be responsible for the following duties:

  • Reviews, analyses and revises data with respect to the preparation of the budget proposals as well as Result Based Budgeting inputs. •Provides support to programme/fund centre managers (Substantive and Support Sections) with respect to the elaboration of resource requirements for budget submissions. •Administers and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. •Ensures the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making; Provides support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary.
  • Provides input to the budget performance report of the mission and ensures that correct and accurate data and information are provided by the various programme /fund centre managers in compliance with the Controllers instructions. •Analyses complex/unusual accounting transactions and open items in the accounting system and implements corrective actions. •Reviews and reconciles various clearing accounts, investigates erroneous/invalid entries and takes appropriate corrective accounting action. •Advises and ensure that only valid year-end budget commitments confirming with established procedures are valid for carrying forward. •Reviews and verifies that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received.
  • Provide input to Finance Service Center related to staff members' entitlements including salaries, claims, danger pay, daily subsistence allowance, mission subsistence allowance, volunteer living allowance and any other allowances for payments in conformity and adherence to applicable United Nations policies e.g., staff rules, financial regulations and rules, ST/Al issuances or practices, IPSAS policy framework etc. •Supervises the disbursement of payments and monitors house bank account balances and transaction.
  • Verifies imprest documentation and prepares imprest statements. •Acts as a Certifying Officer under financial Rule 105.5 or Approving Officer under financial Rule 105.4 in adherence with the UN Regulations and Rules. •Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief Mission Support. •Oversees the daily operation of the Finance or Budget Unit. •Performs other duties as assigned.

Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in finance, budget, business administration or related area is required. Management level experience in supervising and coordinating a team of staff working in budget and/or finance area is required. Experience in monitoring financial transactions, identifying and analyzing trends is required. Experience in working with Excel or similar programme involving large data sets (using pivot tables and arrays) and calculations is required. Knowledge of an ERP computer system, such as Umoja or another SAP-based application, is a requirement. Experience and technical competence such as local process expert qualification in the following Umoja modules: Funds Management (FM), Financial Accounting (FI), and/or Grants Management (GM), is desirable. Experience and knowledge of trust fund management and cost recovery budgeting and processes is highly desirable. Experience in the application of Results Based Management or a similar performance management methodology is highly desirable. Experience in providing substantive inputs, including figures and narratives, to legislative bodies to make informed decisions in their review of the proposed budget, is highly desirable. Experience with review of donor agreements and / or Implementing partner agreements including monitoring financial aspects of implementation of programme would be highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.
