Org. Setting and Reporting DOS was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. UCSD will serve as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations peacekeeping. RCMPS will be responsible for the calculations, analysis and processing of reimbursement to troop-and police-contributing countries on account of contingent personnel, major equipment and self-sustainment, as well as death and disability compensation for all uniformed personnel.

This position is located in the Reimbursement Claims Management and Performance Section (RCMPS) of the Uniformed Capabilities Support Division (UCSD) in the Department of Operational Support (DOS). The incumbent will report to the Chief of Section.

Responsibilities Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

  • Provides guidance to the Section Chief to support and conduct a study, including analysis and TCC/PCC survey to develop a comprehensive framework for Post-traumatic stress disorder (PTSD), as requested by the General Assembly.
  • Prepares reports on performance of military/police units, using standardized metrics related to equipment availability and serviceability, with a primary focus on operational capability gaps, safety considerations, and financial inefficiencies.
  • Reviews, develops, and reports on Contingent Owned Equipment (COE) performance management key performance indicators (KPI).
  • Reviews the Verification Reports (VR) on contingent owned equipment produced by field mission for quality assurance and policy compliance for accurate reimbursement.
  • Calculates and provides budget estimates for contingent owned equipment and personnel reimbursement taking into account the mandate and strategic guidance provided to field missions and other stakeholders inputs.
  • Plans and oversees the activities of a team in ensuring the accurate and timely calculation of reimbursements payable to Member States for the lease and deployment of equipment and other items needed to sustain the operations of military and police contingents in United Nations field missions.
  • Provides substantive support to relevant intergovernmental and expert bodies.
  • Assesses claims from Member States for compensation for the death or disability of military or police personnel deployed to United Nations field missions, coordinating input as needed from medical and legal sources.
  • Manages, supervises and carries out the work programme of a unit by maintaining and updating detailed processes and procedures; prioritizing, assigning and guiding individual responsibilities; developing needed expertise and knowledge; evaluating performance; and identifying opportunities for improvement.
  • Prepares and provides guidance and other information as needed on payment of death and disability compensation and reimbursement of equipment costs in discussions with representatives of countries contributing military and police contingents to United Nations field missions.
  • Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence.
  • Ensures detailed calculations are accurate and acts as a Certifying Officer under Financial Rule 110.4 to ensure that proposed payments are in accordance with approved funding allotments and UN Regulations and Rules.
  • Ensures the integrity of financial and management systems and the controls that underpin them.
  • Represents division in inter and intra-departmental meetings.
  • Performs other related work as required.

Education An advanced university degree (Master's degree or equivalent degree) in business or public administration, accounting, finance, logistics or related field is required. A first-level university degree in any specific field mentioned above in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience in finance, accounting, financial transaction processing, or related area is required. Experience in Military or police planning associated with Contingent Owned Equipment concepts is required. Experience working in or in support of peacekeeping or similar field operations is desirable. Experience in processing complex claims based on negotiated multi-stakeholders' agreements is desirable. Experience in project proposals and project implementation is desirable . Familiarity with reporting to Legislative Bodies and the related process is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
