Org. Setting and Reporting This position is located in the Enterprise Programme Management Section (EPMS) of the Office of Information and Communications Technology (OICT). The Finance and Budget Officer reports directly to the Section Chief.

Responsibilities Within delegated authority and under the overall guidance of the Chief of the Enterprise Programme Management (EPMS), the Finance & Budget Officer will be responsible for the following duties:

Budget preparation: - Assists in the preparation and coordination of the Proposed Programme Budget and Peacekeeping Support Account budget and responses to the ACABQ and the Fifth Committee of the General Assembly; - Ensures legislative mandates are accurately translated into programme budgets. - Identifies and implements improvements with regard to budget planning, reporting and the cost effective utilization of program resources; - Coordinates programmatic activities with respect to budget plans, evaluation plans, monitoring of performance indicators and other related matters; - Provides support to managers with respect to the elaboration of resource requirements for budget submissions. - Reviews, analyses and provides input into finalization of programme budget/financial implications in light of additional mandates. - Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration: - Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. - Monitors the implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. - Monitors expenditures to ensure that they remain within authorized levels. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Assists in the preparation and coordination of programme performance reports. - Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. - Provides substantive support to intergovernmental and legislative bodies. - Coordinates responses to audit reports.

Cost Recovery: - Coordinates cost recovery related processes and drives continuous process improvement efforts. - Prepares budget instructions, guides cost plan development and analysis. - Assists with coordination of the annual review and update of rate cards and advises service providers on pricing options and requirements. Ensures updates are properly approved and reflected in the Umoja service catalogue. - Monitors the billing process and variances of key variables such as workload volumes and outstanding receivables. - Ensures the cost recovery regime complies with applicable policies and procedures and that the financial health of cost recovery funded activities is maintained. - Monitors implementation, and proactively takes corrective action and in close collaboration with concerned parties. - Analyzes cost plan amendment requests and makes recommendations to management to resolve problems. - Responds promptly to address client entity concerns and coordinates issue resolution across the entity.

General: - Provides guidance on financial administration and management information issues and practices to colleagues; - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; - Directly supervises the work of budget and finance assistants and reviews the work of other subordinate staff as required. - Performs other related duties, as assigned.

    Education An Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, accounting, or related field required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification - Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

    Work Experience - A minimum of five years or progressively responsible experience in finance, administration, budget, business administration or related area is required.

    • Experience in the use of ERP systems and business intelligence tools in the management of extra-budgetary resources is required.

    • Experience in analysis and reconciliation of complex financial data using Excel pivot tables or Power BI is desirable.

    • Experience with cost recovery planning and monitoring is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is a desirable.
