Org. Setting and Reporting This position is located in the Finance and Budget Unit of the United Nations Mission to Support the Hudaydah Agreement (UNMHA), duty station Amman. The Finance and Budget Officer P-3 reports to the Chief Finance and Budget Officer.

Responsibilities Under the supervision of the Chief Finance and Budget Officer, and within the limits of delegated authority, the incumbent will be responsible for the following duties: - Prepares cost estimates and budget proposals, in terms of mission's resourcing requirements such as staff and non-staff requirements, including programmatic aspects; reviews, analyses and revises data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs. - Provides support to programme managers with respect to the elaboration of resource requirements for budget submissions. - Administers the mission's allotments in accordance with the established procedures including redeployment/reallocation of funds. - Provides support in preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities. Actively participates and engages in planning, monitoring and reporting of financial and operational performance. - Administers and monitor extra-budgetary allotment and resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Ensures efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making. - Provides support and guidance to programme managers on budget implementation and corrective actions where necessary. - Provides input to the budget performance report of the mission and ensures that correct and accurate data and information are provided by the various programme managers in compliance with the budget instructions. - Produce periodic and ad hoc reviews and reports and recommendations in relation to the various responsibilities assigned to the Unit. - Analyses complex/unusual accounting transactions and open items in the accounting system and implements corrective actions. - Reviews and reconciles various clearing accounts, investigates erroneous/invalid entries and takes appropriate corrective accounting action. - Advises and ensure that only valid year-end budget commitments, confirming with established procedures, are carrying forward. - Reviews and verifies that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received. - Provide input to Finance Service Center related to staff members' entitlements including salaries, claims, danger pay, daily subsistence allowance, mission subsistence allowance, volunteer living allowance and any other allowances for payments in conformity and adherence to applicable United Nations policies e.g., staff rules, financial regulations and rules, ST/Al issuances or practices, IPSAS policy framework etc. - Verifies imprest accounts documentation and statements. - Carries out duties consistent with the financial delegation in compliance with the UN Regulations and Rules. - Provides advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars. - Performs other duties as assigned by the supervisor.

Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional recognition as a CPA, chartered accountant or their equivalents is desirable.

Work Experience A minimum of five years of progressively responsible experience in finance, budget, business administration or related area is required.

A minimum of three years management level experience in supervising and coordinating a team of staff working in budget and/or finance area is required.

Experience in monitoring financial transactions, identifying and analyzing trends is required.

Experience in working with MS Excel or similar programme involving large data sets (using pivot tables and arrays) and calculations is required.

Experience in using Enterprise Resource Planning (ERP) systems (Oracle, SAP, or similar) in a financial capacity is required

Experience working in a United Nations common system field operation or similar international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

Experience in the application of Results Based Management or a similar performance management methodology is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable.
