Org. Setting and Reporting The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti.

The position is located in the Finance and Budget Unit of the United Nations Integrated Office in Haiti (BINUH). The incumbent will be based in Port-au-Prince and will report to the Administrative Officer, Operations and Resources Management.

Responsibilities Within the limits of delegated authority, the Finance and Budget Officer will be responsible for performing the following duties:

Budget Preparation: - Prepares cost estimates and budget proposals, in terms of mission's resourcing requirements such as staff and non-staff requirements, including programmatic aspects; reviews, analyses and revises data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs; - Provides support to programme/fund centre managers (Substantive and Support Units) with respect to the elaboration of resource requirements for budget submissions. - Reviews, analyses and provides input into finalization of programme budget/financial implications in light of additional mandates. - Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. - Drafts and edit reports for intergovernmental bodies and for management on budgetary issues, and correspondence.

Budget Administration: - Administers the mission's allotments in accordance with the established procedures including redeployment/reallocation of funds. - Ensures the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget; provide timely information to Mission management for decision making; provides support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary. - Prepares the budget performance report of the mission and ensures that correct and accurate data and information are provided by the various programme /fund centre managers in compliance with the Controller's instructions. Reviews and finalises the performance report ensuring valid and adequate variance explanations between approved budgets and actual expenditures. - Using established procedures, advises and ensures that only valid year-end budget commitments are carried forward. - Carries out duties consistent with the financial delegation in adherence with the UN Regulations and Rules. - Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Administrative Officer, Operations and Resources Management, and Chief of Mission Support. - Performs analysis, preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities. Actively participates and engages in planning, monitoring and reporting of financial and operational performance.

General - Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Manages cost recovery actions in accordance to the UN Cost Recovery Guidance. Ensures that reimbursement for services rendered on a cost recovery basis is obtained including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Supports the preparation of the year-end closing of accounts compliant with International Public Sector Accounting Standard (IPSAS) - Serves as the mission focal point for the Statement on Internal Control, follow-up on the Action Plan, Risk Control Metrics (RCMs), Self Assessment Questionnaire (SAQs) and Assurance Statement. - Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations, staffing tables and corresponding approved allotments/appropriations. - Ensures timely processing of all payments to vendors, staff members, contractors in coordination with the shared service center. - Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. - Manages the staff of the unit in prioritizing, planning and assigning responsibilities, developing and maintaining needed expertise and knowledge, and identifying opportunities for improvement including their on-going learning and career development; - Serves on formal oversight and decision-making bodies established in the mission, including the Local Committee on Contracts and Local Property Survey Board. - Performs other related duties as assigned.

Education An advanced university degree (Master's degree or equivalent) in business administration, public administration, finance, accounting, or related field is required. A first-level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible professional experience in finance, budget, administration, public administration, business administration, or related area is required.

Experience in cost management, budget formulation, financial monitoring, accounting, audit and financial reporting compliant with International Public Sector Accounting Standards (IPSAS) is required.

Demonstrated experience in UMOJA SAP (ERP) is required.

Experience in independently conducting research and analysis, formulating options and presenting written conclusions and recommendations is required.

Field mission experience in a similar function and level of responsibility in a peacekeeping or special political mission is desirable.

Experience with the implementation of cost recovery and/or cost-sharing arrangements within a large organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
