UNEP acts as a catalyst, advocate, educator, and facilitator to promote the wise use and sustainable development of the global environment. Being an essential part of the Corporate Services Division, the Budget Office provides strategic support and promote the sound, efficient, and effective management and utilization of UN Environment financial resources as instrument in the achievement of the Programme of Work and overall organizational goals. The Budget Of-fice leads the formulation, administration, and management of the corporate and core funding sources to ensure the equitable, prudent, transparent, and accountable allocation and use of funds in compliance with the UN Financial Rules and Regulations.

Under the direct supervision of the Head, Programme Budget Unit or designate, the UN Volunteer will undertake the following tasks:

· Assist in releasing budget in UMOJA per guidance received for grants under Budget unit docket. · Assists in collating and compiling resource requirements from the divisions for the UNEP core funds and draft summary reports. · Supports the review of efficient and effective use of budgetary resources by contributing to the robust monitoring of budget utilization and timely provision of information to the management for decision-making; assists with support to fund centre/programme managers on budget implementation. · Monitor the expenditures and compare with approved budget; prepares adjustments as necessary. · Assist in preparing budget redeployment documents in Umoja across budget classes. · Review the outstanding commitments and follow up with the relevant offices. · Review finance open items and bring to the supervisor’s attention old and slow-moving items for appropriate action · Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. · Process fund distribution received from UNHQ and input allotment in UMOJA · Prepare commitment documents, Service Entry sheets and attach relevant supporting documentation · Prepare adjustments requests and other requests in the CRM module and work closely with the supervisor in expediting approvals and follow up with the service provider. · Complete tasks assigned timely and/or update the supervisor of difficulties being faced. · Actively participate in team meetings · Schedule meetings with offices to discuss issues as needed. · Reviews requisitions for goods and services to ensure: o correct objects of expenditure have been charged, and o availability of funds. · Any other related tasks that may be assigned by the supervisor.

Results/Expected Outputs · As an active UNEP team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNEP and its beneficiaries in the accomplishment of her/his functions: · Work with minimal supervision; independently and or through consultations. Deliver the assigned duties on time. · Provide accurate and quality reports and support the other team members as and when needed.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capital estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest.
