Being an essential part of the Corporate Services Division, the Budget Office provides strategic support and promote the sound, efficient and effective management and utilization of UN Environment financial resources as an instrument in the achievement of the Programme of Work and overall organizational goals. This UNV assignment will be an added value to the Budget Office, by enhancing the formulation, administration and management of the corporate and core funding sources, further ensuring the equitable, prudent, transparent and accountable allocation and use of funds in compliance with the UN Financial Rules and Regulations.

Under the direct supervision of Head Programme Budget Unit or delegate the UN Volunteer will undertake the following tasks:

• Assists with the collation and summarisation budget proposals in terms of UNEP resourcing requirements such as staff and non-staff requirements, including programmatic aspects, assists, reviews and revises data with respect to the finalization of the budget proposals. • Supports the administration and monitoring of core and extrabudgetary resources, including review of agreements, assesses compliance with regulations and rules and established policies and procedures and advises the supervisor of any issue. • Processes redeployment of funds in accordance with the established procedures. • Supports the review of efficient and effective use of budgetary resources by contributing to the robust monitoring of budget utilization and timely provision of information to the management for decision making; assists with support to fund centre/programme managers on budget implementation. • Assists with the preparation of budget performance reports. Assists with the review of the performance reports for valid and adequate variance explanations between approved budgets and actual expenditures. • Provides budget and finance support to Fund Center managers for all relevant activities and as well at the year-end reviews of budget commitments and finance items in accordance with established criteria. • Prepare presentations and relevant documents in different formats for meetings and clients. • Prepare Division/Organization wide broadcast/communication material relevant to the Budget Unit activities. • Answer to correspondence promptly, including email, phone calls and one-on-one discussions. • Help the budget office to schedule meetings and appointments. • Take notes and minutes in meetings. • Carries out duties consistent with the financial delegation in adherence with the UN Regulations and Rules. • Supports with input, advice and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules and relevant guidelines under the direction of the supervisor. • Support the analysis, preparation and delivery of strategic reports and business intelligence to operational counterparts and UNEP leadership on financial resourcing and stewardship, and organizational performance. • Undertake research and write reports on different issues as requested. • Provide updates and reports on various given tasks and responsibilities. • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

accounting, finance, administration, trust fund management or related areas is required.

1 year of extensive and hands on experience in budgetary functions, cost recovery is mandatory.

Experience within the UN system is desirable.

• Monitoring and evaluation, project implementation, results-based budgeting, human resources, financial management and programme administration would be an asset. • Experience in designing presentations (in various formats such as graphs, etc); is an asset, as is experience working in the UN or other international development organizations. • Excellent planning and coordination skills are desirable. • Excellent oral and written skills; excellent drafting, formulation, reporting skills are desirable. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel are desirable. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint etc.) and email/internet; familiarity with database management; and office technology equipment are desirable. • Self-motivated, ability to work with minimum supervision and ensure to plan leave time during non-peak periods; ability to work with tight deadlines are desirable. • A working knowledge of an ERP system would be an asset. • Knowledge of UN administrative policies and regulations and rules would be an asset • Sound security awareness

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO).

Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP.

The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
