Org. Setting and Reporting This position is located in the Financial Management Office within the Division of Programme Support. The Financial Management Section is responsible for managing the accounting, financial and budgetary operations of regular and extra budgetary resources entrusted to ITC, in accordance with the Financial Regulations and Rules of the United Nations to support the delivery of ITC’s programme of work.

Responsibilities Within delegated authority, under the direct supervision of the Senior Budget Officer and the overall guidance of the Chief, Financial Management, the incumbents will be responsible for:

Budget and Finance

- Providing support with respect to the review, analysis and preparation of regular budget and extra-budgetary proposals and revisions. - Preparing supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Assisting managers in the elaboration of resource requirements and review of budgets. - Undertaking research and providing support to higher level Finance and Budget Officers. - Monitoring expenditures and comparing with approved budget. - Reviewing requisitions for goods and services to ensure (a) that correct objects of expenditure have been charged, and (b) availability of funds. - Assisting in the preparation and finalization of budget reports, analysing variances between approved budgets and actual expenditures. - Monitoring integrity of various financial databases. - Verifying accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. - Coordinating with other finance and budget staff on related issues during the preparation of budget reports. Undertaking periodic reconciliation of accounts. - Reviewing requests from Divisions on redeployment of funds. - Recording inputs on direct disbursement and miscellaneous document. - Approving funding allotment, miscellaneous obligation, and travel advance.

General:

  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • Maintain and keep up-to-date files.
  • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
  • Performs other related duties, as assigned.

Education High school diploma or equivalent.

Job - Specific Qualification Training in the field of accounting or finance is desirable.

Work Experience Seven years of experience in finance, budget, accounting, administrative services or related area is required.

Experience working within the UN common system is desirable.

Experience working with ERP financial modules is desirable.

Languages For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
