Org. Setting and Reporting This position is located in Mali (Bamako) under the Mission Support Division- Interim Support Service /G5 Sahel. The Finance/Budget Assistant will report to the Liaison Officer.

About Mission Support Division- Interim Support Service / G5 Sahel: The Security Council in its Resolutions 2531 (2020) and 2584 (2021) requested MINUSMA to provide logistics support to the G5-Sahel Joint Force (FC-G5S) through a Technical Arrangement (TA) including delivery of life support consumables to FC-G5S battalions in their areas of operations across all five countries (Burkina Faso, Chad, Mali, Mauritania and Niger). G5 Sahel is an intergovernmental military cooperation framework set up to provide a regional response to the growing threat of terrorism and organized crime in this Sub-Saharan region.

Responsibilities Within delegated authority, and under the supervision of the Liaison Officer, the Finance/Budget Assistant FS-5 will be responsible for the following duties:

Finance/Budget - Assist in the management of the EU funds to G5 Sahel support. - Assist in the closing of G5S monthly accounts and preparation of financial statements for submission to Acquisition Management (AMS) and Finance Sections. - Scrutinize source documents for completeness, accuracy and validity of charges. - Reconcile and review G5S costs recoveries and approve the clearance procedures. - Assist with the monitoring of G5S requests expenditures to ensure they remain within authorized levels, as per the Technical Arrangement (TA). - Liaise with Life Support Section on preparation of vouchers for costs recoveries processes. - Prepare G5S funds reconciliation on monthly basis. - Provide support with respect to the G5S funds review, analyze and preparation of the medium-term plan and its revisions. - Prepare supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of G5S support. - Support the Interim Support Service and Finance Officers in extracting information and generating expenditure reports from computerized information system databases; assist in preliminary analyses of the extracted information and the reports generated and highlight areas of concern for the attention of the G5S funding. - Assist the Liaison Officer in the elaboration of resource requirements for G5S budget submissions. - Undertake research and provide support to higher level Finance & Budget Officers with respect to G5S budget reviews of relevant MINUSMA and EU expert bodies. - Monitor G5S expenditures and compare with approved budget; prepare adjustments as necessary. - Assist in G5S preparation of budget performance submissions and finalization of budget performance reports, highlighting variances between approved budget and actual expenditures. - Review status of relevant expenditures and compare them with the approved budget; monitor integrity of various financial databases. - Prepare data input for allotments received, ensuring consistency of data in previous allotments to new allotments issued. - Co-ordinate with other MINUSMA sections on related issues during preparation of budget reports. - Notify costs recoveries of status of payments and serves as a focal point for the production of mission cost recovery on G5S funds. - File and archive documentation as required.

General - Keep up-to-date on guidelines that have bearing on matters related to G5S funds, ensuring compliance with the TA and the Delegation Agreement (DA). - Draft/prepare G5S Periodic Financial Reports. - Perform other duties as assigned by the supervisor.

Education High school diploma or equivalent. Technical or vocational certificate in accounting, finance, budget or related fields is a requirement.

Work Experience At least 8 years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in accounting, budgeting or financial management is required.

Knowledge of an ERP computer system, such as Umoja or another SAP-based application is desirable.

Experience and knowledge of fund management and cost recovery budgeting and processes is highly desirable.

Experience in monitoring financial transactions, identifying and analyzing trends is desirable.

Experience in similar capacity in a complex, volatile, conflict or post-conflict setting is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written in English and French.
