Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for sustainable development. A key agreement opened for signature at Rio was the Convention on Biological Diversity. The Convention has three objectives: the conservation of biological diversity, the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal, Canada and is administered by UNEP. This post is located in the Secretariat of the CBD, Administration Division. Under the general guidance of the Senior Administrative Officer and the direct supervision of the Finance and Budget Officer, the incumbent will carry out the following functions:

Responsibilities

A. Budget and Finance: a) Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. b) Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. c) Assists managers in the elaboration of resource requirements for budget submissions. d) Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. e) Monitors expenditures and compares with approved budget; prepares adjustments as necessary. f) Reviews requisitions for goods and services to ensure; (i) correct objects of expenditure have been charged, and (ii) availability of funds. g) Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. h) Monitors integrity of various financial databases. i) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. j) Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. k) Conducts periodic reconciliation of accounts. l) Prepares request to Controller’s Office on redeployment of funds and to Finance section on movement of funds. m) Takes action in putting exchange rates in Umoja. n) Records in Umoja inputs on direct disbursement and miscellaneous documents. o) Extracts details of income, expenditure, assets and liability from accounting system in order to analyze and verify accuracy and validity. p) Investigates erroneous charges and takes appropriate corrective accounting actions. q) Reviews data on monthly staffing complement. r) Processes fund distribution received from HQ and input allotment advice in Umoja. s) Consolidates data into financial statements. B. Treasury: a) Identifies and annotates bank account movements. b) Files and archives as required. C. General: a) Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. b) Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. c) Maintains and keeps up-to-date files. d) May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. e) Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. f) Assists with visualizations and updating information material such as web pages or brochures. g) Performs other related duties, as assigned.

Education

High school diploma or equivalent.

Job - Specific Qualification

Supplementary training in administration, finance or other relevant fields is desirable.

Work Experience

A minimum of seven (7) years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience using the finance module of an Enterprise Resource Planning (ERP) system, such as SAP, is desirable. One (1) year or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this post is for an initial period of one (1) year and may be subject to extension.
