Org. Setting and Reporting

This position is located within the Budget Unit in the Office of the Chief of Mission Support of the United Nations Support Mission in Libya. The position is based in Tunis, Tunisia. Tunis is classified as a Hardship "A" duty station and a family duty station. However, applicants should expect having to travel to Libya whenever it may be required by exigencies of service. The incumbent will be under the overall supervision of the Finance and Budget Officer.

Responsibilities

Under the supervision of the Finance and Budget Officer, the incumbent may be responsible for the following duties:

  • Assists in the review, analysis and preparation of cost estimates and budget proposals, in terms of the mission's resourcing requirements such as staff and non-staff requirements, including programmatic aspects.
  • Assists with the preparation/formulation of cost estimates and budget proposals, in terms of mission's financial resourcing requirements such as staff and non-staff requirements in compliance with the Controller's instructions, including programmatic aspects, assists, reviews and revises data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs.
  • Assists with the review of the justification for resource requirements for budget submissions in coordination with relevant Sections/Offices on related issues during preparation of the budget proposals.
  • Assists in monitoring extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Monitors budget implementation/expenditures and assists with the reallocation and re-deployment of funds as necessary.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Prepares budget performance submissions and provides support with the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
  • Drafts or prepares correspondence to respond to enquiries in respect to budgetary and financial matters.
  • Assists in performing analysis, preparation, and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities and as directed by the supervisor.
  • Performs other duties and ad-hoc tasks as assigned concern fund and grant management.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

A Technical or vocational certificate in accounting, finance, budget or related fields is required.

Work Experience

A minimum of 7 years of experience in international organizations or in the private sector in accounting, budgeting and financial management, or related area is required. The minimum years of relevant experience is reduced to 5 for candidates who possess a first-level university degree or higher.

Experience working with spreadsheets and using Enterprise Resouces Planning (ERP) financial modules such as Fund management (FM), Financial Accounting (FA), Controlling (CO) and Grant Management (GM) is required.

Experience in monitoring financial transactions, identifying and analyzing trends in line with International Public Sector Accounting Standards (IPSAS) is required.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available for the period 1 January 2024 to 31 December 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
