Overview

Assist in budget preparation and financial management activities.

You have:

  • High school diploma or equivalent is required.
  • A minimum of five years of experience in finance, budget, accounting, administrative services or related area is required.
  • Experience using Microsoft Office applications, including word processing, spreadsheets and relevant software packages, is required.
  • Experience in Enterprise Resource Planning system (ERP), such as Umoja, and other relevant software packages is desirable.
  • Fluency in English is required.
  • Experience working with the United Nations or other international organization is desirable.

Contract

This is a G-5 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 5 years of experience, depending on education. More about G-5 contracts.

Org. Setting and Reporting This position is located in the Executive Office of the Secretary-General. The Finance and Budget Assistant reports to the Finance and Budget Officers.

Responsibilities Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:

Budget and Finance: - Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Supports the Finance/Budget Officers in extracting information and generating expenditure reports; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance/Budget Officers. - Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions. - Consolidates data and provides support to Finance/Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. - Assists the Finance/Budget Officers in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures. - Reviews pre-commitments and commitments and ensure that funds are available and the correct account has been used. - Assists in the management of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports and monitoring reporting requirements based on the donor agreements. - Assists the Finance/Budget Officers in the issuance of allotments and related staffing table authorizations. - Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. - Manages payments of invoices received in the office and drafts requests for payments to relevant offices. - Assists with the processing of travel authorizations in UMOJA for offices under area of responsibility.

General Administration: - Keeps up-to-date on documents/reports/guidelines on financial and budgetary matters, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Drafts routine correspondence with respect to enquiries related to relevant financial and budgetary matters. - Maintains and keeps up-to-date files. - Performs other related duties, as assigned.

Education High school diploma or equivalent is required.

Work Experience A minimum of five years of experience in finance, budget, accounting, administrative services or related area is required.

Experience using Microsoft Office applications, including word processing, spreadsheets and relevant software packages, is required.

Experience working with the United Nations or other international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available for an initial period of 364 days. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
