Org. Setting and Reporting This position is located in the Programme Planning and Budget Division (PPBD) of the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC). The Finance and Budget Assistant reports to the Chief of Service and to Finance and Budget Officers/Programme Budget Officers.

PPBD is committed to ensuring the highest standards in the preparation and presentation of programme budgets of the United Nations. These budgets are formulated in line with the agreed results-based budgeting methodology.

Responsibilities Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:

Budget: - Provides support with respect to the review, analyses and preparation of the programme plan and its revisions. - Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Conducts independent research and analyzes data from various Organization’s systems in the preparation of budgets. - Provides support to higher level Finance and Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. - Extracts expenditures data from various financial systems and compares it with approved budget, highlighting differences to the Programme Budget Officers; recommend adjustments to the budget as necessary. - Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. - Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. - Monitors integrity of various financial databases. - Verifies accuracy of input data, ensuring consistency of data - Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. - Inputs data into financial systems and verifies the availability of funds. - Retrieves, analyzes and summarize data from financial systems to allow budget reporting.

General: - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Proof-reads reports and other documents to ascertain that financial and other information contained therein is correct. - Logs, drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. - Maintain and keep up-to-date files. - May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. - Provides administrative support to Programme Budget Officer(s), as required. - Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. - Assists with visualizations and updating information material such as web pages or brochures. - Performs other related duties, as assigned.

Education High school diploma or equivalent is required.

Work Experience A minimum of seven (7) years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree or higher.

Of those, at least three years of experience in tracking and updating data in an ERP system, as well as at least two years of experience in extracting and analyzing data, are desirable.

At least one year of experience monitoring financial transactions, identifying and analyzing trends is desirable.

Experience in summarizing large volumes of information in a presentation format is desirable.

One year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
