Org. Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the Resource Planning and Management Section in Geneva. The incumbent reports to the Finance and Budget Officer, P-4.

Responsibilities Under the supervision of the Finance and Budget Officer, the incumbent:

•Assists the Finance and Budget Officer in providing guidance and prepares material for training to staff on rules, procedures and workflows related to finance, budget and procurement; provides basic trouble shooting in Umoja in case of issue; Assists in the coordination with service providers and liaise with UNDRR units, sections and offices on issues related to finance, budget and procurement; Assists in the drafting standard operating procedures (SOPs) on matters related to budget, finance and procurement;

•Finance and Accounting: Prepares budget unreleased and released documents; initiates funds commitments in Umoja, follows up with UNOG to generate financial authorizations to UNDP and provides to the relevant UNDRR offices; Assists in the clearance of Service Clearing Account (SCA) related to financial authorizations to UNDP. Assists with the monitoring of expenditures and the closing of unnecessary unliquidated obligations after review and approval by the Finance and Budget Officer. Initiates and follow up on refunds to donors, as needed;

•Procurement: Assists in the registration process in the UN procurement portal; Prepares Umoja vendor profiles including BP number and banking details; Initiates low value purchase orders, below USD 10,000 threshold, and shopping carts (excluding CIC); Initiates service entry sheets and all vendor and service provider payments (excluding CIC); Follow up with UNOG and other relevant entities on pending payments to vendors.

•Grants: Prepares Umoja grants master data for new contribution/pledges; Assists in the payment to grantees and third party vendors (including grants to end beneficiary and implementing partners) and in the clearing of advance payment to grantees.

  • Acts as a back up to other finance and budget assistants and to the programme assistant in the section.

Education High school diploma or equivalent.

Work Experience A minimum of five (5) years of progressively responsible experience in finance, budget, accounting, administrative services or other related area is required. A minimum of two (2) years of experience in the finance and grants management modules of SAP is desirable. Experience in processing large amount of data in spreadsheets is desirable. Experience in procurement processes in the United Nations Common System is desirable. Experience in processing payments and recording expenditures using ERP system is desirable. Experience working in international organizations such as the United Nations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
