Org. Setting and Reporting

This position is located in the Executive Office, Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO) in headquarters. The Executive Office provides administrative, managerial and programme support necessary for the implementation of the mandated activities of DPPA and DPO as well as provides administrative and logistical support to a number of special representatives and envoys of the Secretary-General and to 15 Cluster I and II Special Political Missions (SPMs). The Finance and Budget Assistant position is under the general supervision of the Finance and Budget Officer. The Executive Office serves the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office for Coordination and Shared Services (OCSS) which enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties: FINANCE AND BUDGET • Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements; • Supports the Finance/Budget Officers(s) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance/Budget Officer(s). • Prepares pre-commitments, commitments, purchase orders and assists staff from substantive offices in the preparation of travel requests and travel expense reports in Umoja. Prepares travel on behalf of/for meeting participants. • Creates shopping carts for Consultancies and contracts and creation of service entry sheets for related settlement of payments. Prepares requisitions for low value payments. • Requests the creation of business partners for vendors, providing inputs for creation and update of HR mini-master for consultants. • Prepare requests for review on ad hoc DSA, exceptions to travel standard of accommodation. • Prepare and submit requests for hospitality to the front office for approval. • Confirm funding availability and provide funding balance to queries received from substantive offices. • Researches/compiles data and other information required by the Finance Budget Officer(s) in the review and analysis of relevant proposals. • Assists the Finance/Budget Officer(s) in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures. • Reviews requisitions for goods and services in Umoja to ensure correct funds have been charged and the availability of funds and assists the Finance/Budget Officer(s) with the creation of unreleased and released budgets as approved by the budget committees. • Assists in generating expenditure reports from Umoja and monitoring reporting requirements. GENERAL • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters. • Maintains and keep up-to-date files. • Provides administrative support to the Head of the organizational unit and/or Finance/Budget Officer(s), as required. • Performs other related duties, as assigned.

Work Experience

A minimum of 5 years of progressively responsible experience in finance, budgeting, financial analysis or related areas in an international organization is required. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher. Experience in Advanced Excel, Power BI, hands-on experience in a Enterprise Resource Planning system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
