Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy and strengthening the environmental management capacity of developing countries and countries with economies in transition.

This post is located in the Ecosystems Division, at the Caribbean Environment Programme (CEP) in Kingston, Jamaica. Under the direct supervision of the Administrative Officer, the incumbent will perform the following duties;

Responsibilities •Provide support with respect to the review, analyses and preparation of the biennium Programme of Work, Trust Fund and Project Budgets and revisions. - Prepare supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Assist managers in the elaboration of resource requirements for budget submissions - Undertake research and provides support to the Administrative/Fund Management Officer with respect to grant management, budget reviews and relevant reporting . - Monitor expenditures and compares with approved budget; prepares adjustments as necessary. - Prepare requisitions for goods and services in UN ERP System (Umoja) to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. - Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. - Review/prepare project structure in Umoja, undertake entries - Monitor integrity of various financial databases. - Verifiy accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. - Co-ordinate with other finance and budget staff on related issues during preparation of budget reports. - Periodic reporting and reconciliation of accounts (Umoja – Business Intelligence Reporting) including petty cash. - Act as alternate Certifying Officer, record entries in Umoja system, input on disbursement and undertake miscellaneous transactions - Support contract management for consultants and individual contractors (CIC), processing CIC and related payments - Review data on monthly staffing complement - Process fund distribution received from HQ and input allotment advice in Mercury System - Monitor and annotate domestic bank account movements – act as a signatory on the domestic bank account - File and archive as required. - Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Monitor the contributions to the Caribbean Trust Fund - Draft, coordinate inquiries in respect to relevant financial and budget matters for meetings, related travel requests and meeting requirements, including conference staff. - Maintain and keep up-to-date electronic files. - Provide guidance, training and daily supervision to other general service staff in the administrative team. - Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. - Assists with visualizations and updating information material such as web pages or brochures. - Perform other related duties, as assigned.

Education High school diploma or equivalent is required. Additional training or qualification in finance, budget or accounting is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience A minimum of seven (7) years of experience in finance, budget, accounting, administrative services or related area is required.

Working experience with an Enterprise Resource Planning (ERP) system such as Oracle or SAP is desirable.

Experience in an international organization such as the United Nations is desirable.

Experience in applying UN Financial Rules and Regulations is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Spanish is desirable.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
