Org. Setting and Reporting This position is located in the Executive Office (EO), Department of Conference Management (DCM). The Finance & Budget Assistant position reports to the Budget and Finance Officer.

Responsibilities Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:

BUDGET: - Generates budgetary financing reports, including statistical/financial data for tables, charts and spreadsheets using BI reporting tool. - Liaises with Production and Support for cost estimates related to XB printing, timelines of printing services and invoice processing. - Monitors incoming correspondence related to the billing of extra-budgetary meetings. - Takes necessary action to update the information in DCM Share Point.Prepares billing documents in Umoja and liaise with Financial Resources Management Service (FRMS) for issuance of invoices. - Liaises with clients and FRMS regarding the receipt of payments. - Informs Meeting Management Section of the acceptance of the meeting. - Updates monthly financial reports by tracking of expenditures and clearing negative balances. - Prepares redeployments requests to clear negative balances in DCM’s accounts and redeploy funds for various activities, as needed. - Prepares allotment advices and redeployments for DCM Revenue Account (10RCR). - Assists in the preparation of the Cost Plan for DCM Cost Recovery Activities (Fund 10RCR). - Obtains information from other offices, e.g., status of unpaid invoices and liaise with clients regarding the receipt of payments. - Reviews the list of Unliquidated Obligations and liaise with Administrative Assistants as to the status of liquidating outstanding obligations. - Reviews and process invoices for payments.

GENERAL: - Maintains workload statistics for Contractual Work Unit.. - Updates the information in DCM SharePoint for billing of XB meetings. - Provides general administrative support to the EO and DCM staff. - Performs other duties as required.

Education High school diploma or equivalent.

Work Experience At least three (3) years of experience in finance, budget, accounting, administrative services or related area is required.

Experience with the United Nations Common System is desirable.

Experience with Enterprise Resource Planning System, such as Umoja, finance and travel modules is desirable.

Experience in calculating costs for provision of intergovernmental meetings and conference is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is temporarily available until 31 December 2022 with a possibility of extension. - Recruitment for this position is done on a local basis, whether or not the candidate is a resident of the duty station. - Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. - If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment. - Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days. - Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Such requests must be substantiated and submitted to the respective Recruitment focal point who in turn will review for transmittal to OHRM. - In addition, all new entry-level recruitment in the General Service and related categories, for positions at the GS-4/TC-3/S-2/ PIA I levels and below, irrespective of the source of funding, will only be granted Temporary Appointments. Vacancies at these levels are open to both internal and external candidates, including staff members on temporary appointments. However, priority consideration will be given to serving staff members holding Fixed-Term Appointments followed by those holding Temporary Appointments. New external candidates will only be considered when a serving staff member holding a Fixed-Term or Temporary Appointment cannot be identified. Selection of a new external candidate requires the approval of OHRM. No entry level Fixed-Term Appointments will be granted to new external candidates. - While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
