Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Crisis Management Branch (CMB) provides cutting-edge environmental science and expertise to countries affected by or vulnerable to conflicts and disasters. The objective is to minimize threats to human well-being from the environmental causes and consequences of conflicts and disasters, and to re-orient crisis-affected countries towards more sustainable forms of development.

This position is located in the Crisis Management Branch at the Geneva duty station. The incumbent will report to the Administrative/Fund Management Officer and be responsible for the following duties:

Responsibilities 1.Budget: a) Assisting in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals; in terms of staff and non-staff requirements. b) Assisting in extracting information and generating expenditure reports from computerized information system databases; assisting in preliminary analysis of the extracted information and the reports generated and highlighting areas of concern for the attention of the Funds Management Officer. c) Assisting in the development of resource requirements for budget submissions and in the preparation of budget performance submissions. d) Compiling data and other information required in the review and analysis of relevant proposals. e) Assisting in consolidation of data with respect to budget reviews of relevant intergovernmental and expert bodies. f) Assisting in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures. g) Verifying accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. h) Assisting in verification and reconciliation of reports provided by implementing partners and/or service providers.

2.Claims: a) Assisting in verification of payments to third parties, commercial entities, and individuals, with respect to pay and allowances and letters of assist claims.

3.Treasury: a) Assisting in review of incoming payment instructions with regard to banking details and sources of funds. b) Notifying payees of status of payments. c) Assisting staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues. d) Assisting the Funds Management Officer in reviewing pay lists provided by service providers for contractors and personnel. e) Filing and archiving documentation as required.

4.General: a) Keeping up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. b) Drafting routine correspondence with respect to inquiries related to relevant financial, audit and budget matters. c) Maintaining and keeping up-to-date files. d) Performing other related duties, as assigned.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education High school diploma or equivalent is required. Supplemental courses/training in subjects related to the work of the office such as finance, budget, accounting, audit is required. Professional certification in accounting is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience A minimum of three (3) years of progressively responsible work experience in finance, budget, accounting, audit or related area is required. Experience working with the Enterprise Resource Planning (ERP) systems such as SAP (UN Umoja) and International Public Sector Accounting Standards (IPSAS) is desirable. Experience in SAP (UN Umoja) project and grant management processes is desirable. Experience with the United Nations or other international organisations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Appointment against this position is for an initial period of one year and may be subject to extension.
