The COVID-19 pandemic came at a time when Lebanon was already under an unprecedented shock due to the socio-economic-financial crisis and the Syrian refugee crisis. This pandemic is a health, humanitarian and development crisis that is threatening to leave deep social, economic and political scars for years to come, particularly in countries such as Lebanon already weighed down by fragility, poverty and conflict. UNDP is responding to a growing volume of requests from countries to help them prepare for, respond to and recover from the COVID-19 pandemic, focusing particularly on the most vulnerable, and Lebanon is one of them.

Funded by KfW Bankengruppe and in coordination with the Lebanese Ministry of Public Health, the LHSP – Response to the impact of COVID-19 in Lebanon will work on several activities, including Activity 1.3 “Implementing solar for health initiatives”. Sustainable energy interventions will be designed and implemented to target 10 public sector hospitals that were selected in different regions of Lebanon under the Ministry of Public Health Phase 1 plan for COVID-19 response. Accordingly, the Energy and Environment Programme is seeking for a UNV Finance and Administrative Assistant responsible for the day-to-day follow-up of the project’s operational activities, oversight of financial and budgetary issues, and coordination with UNDP Country Office on implementation of the project’s activities.

Under the direct supervision of Senior Finance and Administrative Assistant, the National UN Youth Volunteer will:

• Assist in the preparation of relevant procurement documents (Request for Proposals, Request for Quotation, Contracts, Request for Payments, etc.) ensuring all supporting documents in accordance with UNDP requirements; • Maintain data bases and inventories of all project outputs and activities; • Draft correspondence in English and/or Arabic, and follow up on correspondence; • Assist in the preparation of workshop and meeting agendas and assist in collecting material for meetings and conferences; • Monitor leave and absences of project staff; • Perform additional tasks, within the administrative scope of work and as required by the Project Manager; • Assist in managing the logistics of project events (technical workshops, training sessions, stakeholder meetings, project review meetings, etc.); • Assist in the creation of requisitions in Atlas for the projects, registration of goods reception in Atlas; • Assist in the preparation and updating of project budget and maintenance on ATLAS, including timely corrective actions on budget check errors, matching exceptions, unapproved or unprocessed vouchers/RDPs, incorrect supporting documents, etc.; • Compilation of supporting documents for POs/contracts and preparation of requests for direct payments in line with the UNDP internal control procedures • Perform other finance duties as may be required and assigned by supervisor and/or UNDP management.

finance and accounting is required; • Previous experience with the UN, the EU or other international organization is an asset; • Highly motivated, pleasant character with good teamwork spirit; • Excellent interpersonal and communication skills;, • Systematic, organized, proactive, motivated, and meticulous (good planning skills) • Can multitask; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in environment and sustainable development, volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut, Lebanon. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
